A Decision That is a Hardship to Many Purchasers. A recent ruling by the commissioner of the general lpnd office at Washington, D. 0., is causing a great deal of trouble on this coast to many parties who have ac quired title to government timber land during the past two years. The law, it seems, requires that in purchases of tim ber land final proof must be made with in ninety days of the time of entry. Un der the press of business at the Seattle land ofnee this requirement has been disregarded. The date of final proof has been set four, five or six months, and in many cases as much as a year ahead of the time of making entry. This, it must be understood, was through no fault of the intending purchasers. The officials of the Seattle office set the time for making final proof, and the purchas ers fulfilled every requirement of the law so far as they were able to do so. Under the new ruling all timber land entries made at the Seattlo ofiice in the past two or three years are null nndvoid. Purchasers who had, as they supposed, successfully made final proof and had paid to the government the purchase price of their claim, find their entries thrown out, and have the money which was accepted by the government returned to them, with a polite note stating why the elusive timber land has slipped from their grasp. Though this ruling is in strict accord with tho letter of tho law, it will un doubtedly work a hardship in many cases. It will also have tho effect of dis couraging the acquirement of timber land bv nurchaso from the government, and will throw a cloud upon many titles to timber land which have heretofore been deemed perfect. Ex-justice William Strong, late of the supreme court of the United States, ar rived here overland from California Wednesday, with his two daughters. He is in his 82d year, and is a hale, fine look ing man for that age. The party were out driving yesterday with Mrs. Judge Deadv. They will re main here for several days and will visit The Dalles and Astoria. The judge will sit in the circuit court this morning with judge Deady, when the members of the bar will have an oprjortunity to ray their respets to him. Judge Strong is a connsin of the late judge William Strong, of Oregon, and is one of the distinguished jurists of the United States. lie was on the bench of the supremo court of Pennsylvania for a number of years and then resigned, after which he was appointed to the supreme court of the Iniited States, where he served till he was 70 years of age with great distinction. His opinions on all questions arising out of the reconstruc tion measures aro distinguished for clear ness and ability, and are landmarks in the judicial history of the United Stater.
