The surveyors on the Albany and Astoria railroad have reached Mon mouth, Polk Co., heading this way. In using fire hose pipe there is a loss of ten to twenty-five pounds of pressure to every hundred feet of hose. Just after the Potter left Portland yesterday for Astoria she broke her rudder chain, arriving here an hour late. The novel sight of peaches growing from graftings on sagebrush can be seen at Pasco, according to the Head light of that place. The Tacoma Globe had the best newspaper scoop of the season in its account of the capture of Lattine, the murderer of Grant Note the Oen. Canby excursion ads, taking in several points of interest, and giving excursionists a day or so at the beach at easy rates. Mr. Walker was over from Gray's River yesterday and says that hay- ing is about through over there and that there is a fine crop. Sound papers say that the ruling price for fish at the two Sound can neries this season will be lj cents for humpbacks to 10 cents for silver sides. The Southern Pacific company, through C. P. Huntington, has given orders for 30,000 tons of steel rails to eastern rolling mills, for the construc tion of new lines. Sheriff H. A. Smith went up to Miller's Sands j'esterday and placed an attachment on a trap and seine be longing to Charles Matthews at the instance of Badollet & Co. The British bark Edinburgh sailed for the United Kingdom yesterday after lyiug at anchor at Sand Island for nearly three weeks, waitiug for a crew and other accessories. G. B. Hegard was up from Ft. Stev ens yesterday and went down with the congressional party in the after noon on the Col. Mendell, answering their questions as to the progress of tlie work. Col. Tingle, ex-special agent of the treasury department, is m Tacoma Col. Tiugle is the man who went for Maj. Blakeuev's scalp, but Maj. Blake- n ey wears the CoL's political scalp at his girdle. Salem lumber mills have shut down with 3,000,000 of logs on the banks of the river, above, that cannot float down on account of a scarcity of water. Mills at Eugene City and Albany are in the same fix Mrs. Svensou, of Sveusou's Land ing, sustained a severe loss last Wed nesday, a fine team of horses of hers backing off the dock into the river oc casioning the loss of the horses and the wagon aud contents. A government employe named Lee Bair was brought up on the Col. Men dell from Fort Stevens yesterday, suffering from a fracture of one of his arms occasioned by a fall while cuting brush for the fascines. Capt. Thos. Parker reports passing a net hanging on a snag when near Fort Stevens yesterday on his way up from Ilwaco. He called the attention of two fishermen to the matter who went and picked up the net. The oldest inhabitant doesn't re member when the water in the upper and middle Columbia was so low as it is this July. Down here we never notice the difference; there is a rise and fall of from G to 9 feet twice a day. There are about 100 men employed at Fisher's Landing getting out rock for the jetty. Capts. "Whitcomb and a U Brown run down about 1,000 tons a day. The fourth locomotive will be down to-morrow, when the rock will be dumped at a livelier rate than ever. The dead calm of the last ten days was dispelled yesterday by a brisk breeze from the" west, and the white caps crested the green billows m front of the city, and gave the visiting con gressmen an idea of a life on the ocean wave, as they went toward the sea shore. Governor Pennoyer having taken secretary of state McBride to task for issuing warrants for the pay of the railroad commissioners last week, Mc Bride replies that he will issue war rants until restrained by a court of competent jurisdiction, and that he considered the case settled by the re cent decision of the supreme court. The San Francisco, the new steel cruiser building at San Francisco, will be launched about October 1st. In the meanwhile the government pen alty of $50 per day for every day the vessel is delayed "is still being paid into the treasury by the Union Iron works of San Francisco, and it is to their interest from a financial point of view, at least, to hurry up the work on the ship. Yesterday morning two boys, named Willie Tucker and Charlie Walklev were arrested, the former charged with carrying concealed weapons, and the latter charged with shooting with in tent to kill. Young Tucker had a hearing before Justice May yesterday, the jury being unable to agree upon a verdict He will have another trial to-day, when Walkley will also have a hearing. And now the city council has three propositions before it to establish "grades," and "monuments" at a cost of about $2,400. What's the matter with Chas. Wright's residence sw a monument" It looks kind of monu mental. That custom house square grade looks monumental, also, with the dirt piled up on the Benton street side half way up to the top of the fence just put there. The congressional parly came down on the Potter yesterday in company with several members of the Portland board of trade, and weie taken on board the Col. Mcndell to the gov ernment works at the mouth of the river. Congressman Hermann and ex Congressman George were of the party, and were abundantly ableto explain and emphasize the necessity of ample appropriations for this im portant work. Accompanied by a delegation of citizens from this city they returned and after supper boarded the steamer Telephone on their return to Portland, expressing in the most compliuifiitary terms their pleasure at having taken the trip. By order of manager C. J. Smith, of the O. R. & N. These notices have not as yet been posted up in the din iug room of any of the other steamers, but it is understood that it will soon be done, and then steamlxmt life will be endurable again. Why the Astoria Building and Loan Asso ciation Isn't Building Any at Present. 'Residences more places to live in -are needed," is what The Asto riax is often told. Our local capital ists are slow about supplying the de mand in this regard. Yesterday secretary W. L. Robb, of the Astoria Building and Loan asso ciation, Wtis asked what were the in tentions of that association regarding the building of houses to rent to peo ple who want to live here if they can get a house to live in. "It is part of the programme and purposes of the association to build houses," said he, "but we haven't got that far yet. We are now loaning all our surplus money. We now have about $85,000 placed at 9 per cent, per annum. The object of the association is to make money. As fast as any sur plus funds are accumulated they are offered to borrowers who bid for the loan; the best bidder takes the money, and so far there is no trouble in loan ing every dollar the association has. Probably if the association found any difficulty in loaning money it would invest its money in houses as the next most profitable form of investment, but present indications are not favor able for any probability of any invest ment of that kind right away. The idea is to have the shares mature as soon as possible, They take Si per month, and mature when they reach a value of 200 per share. The associ ation is in a very prosperous condi tion, is making money, but finds bet ter investment for its surplus funds in loaniug money than in building houses." He Cometh Not, She Said. A Hitch in the Proceedings. There is some hitch in the proceed ings for the transfer of the Oregonian railway lines to the Southern Pacific company. In the agreement in regard to the matter it was specified that the stockholders of the Oregonian com pany should give quit-claim deeds to the Sonthern Pacific. They thought they could induce Mr. C. P. Hunting ton to give them 100,000 more if they refused to do tins, and sent Mr. Ed mund Robertson, the gentleman, who was out Jiere once on business for the company, over to New York to endeav or to effect such an arrangement. In the meantime the indebtedness of the company, whioh the Southern Pacific was to assume, was bought up a dis count by some one, presumably in the interests of the company, Mr. Hunt ington said this was a violation of the agreement, ana refused to pay any thing more than at first agreed, and it now is uncertain whether the sale of the road to the Southern Pacific will be completed or not. The Bark "Janet Ferguson" In Xo Danger. The dispatch from the cape yester day evening about a vessel off Easter brook's on her beam ends and the crew in a boat signaling, created quite a little flurry. From what could be learned it was evident to The As torian that the bark was the Janet Ferguson, and the sequel showed that it-was correct in the supposition. That vessel arrived in from Victoria in ballast yesterday, in tow of the Escort. Captain McGibbon being in terviewed, said: "We left Yictoria last Saturday, and when down to the straits the weath er shut in very thick and foggy. Yes terday at 7 a. m., I found tha't there was a current setting the vessel in toward shore, so I came to anchor, not knowing what part of the coast I was on. It was calm where the vessel lay, but an attempt to land in a small boat was unsuccessful, owing to the surf. We spent the day fishing and caught 30 or 40 groupers and rock cod. At 7 p. jr., a light breeze sprung up, so I hove the anchor and stood off shore. About 12:30 this morning the tug Escort came alongside, and took the vessel in tow, and we arrived here at 8 o'clock this morning." A WomanTs Discovery. Work shall be completed within ninety days after the signing of the contract by the parties thereto. Bids must be strictly in accoi dance with printed blanks which will be furnished on ap plication to the Auditor and Police Judge, particular attention being called to the note on said blanks. The con tract will contain a provision to the effect that in case of failure to complete said work within the time specified, tlie contractor shall forfeit the sum of five dollars per day for each and every day required to complete said contract in excess of the time specified. The con tractor or contractors when the contract is let shall entet into bond within forty eight hours after receiving notice of the award with at least two good and sufficient sureties in the penal sum of S1.000 for the true and faithful per formance of all terms and conditions of said contract. Said bond shall also contain a pro vision, that such contractor or con tractors shall and will hold the City of Astoria and the officers thereof free and harmless from any and all liabili ties, or responsibility, from any loss or accident resulting from carelessness or neglect during or resulting from such work, and the said bond shall be ap proved by the mayor of said city.
