m Site n twm ASTORIA, OREGON: TUESDAY..- JULY 2, 18S9. AX IMPENDING DANGER. The delay in admitting new states suggests an impending danger. The transformation oE territories into states should not depend upon the votes of congressmen, who receive or exclude them according to partisan policv. There are always territories making application for admission. They are like cards in the pack that the dominant party can use to supple ment its hand or not, according to the emergencies of the political game. The law should necessitate their admission when they have attained to certain con ditions, involving numbers and char acter of population. This law should be made very strict in its requirement of territories, so that neither hordes of Indians, Mormons nor illiterate squat ters could qualify as citizens. But when the territory has attained to the proper stature of statehood it should come in on presentation of credentials. The only objection to such a system of admission would be in case of ter ritory acquired from foreign govern ments. Such should be admitted to the franchise of the public only by a vote of the people or that of the va rions'state legislatures. But whatever plan may be adopted it should pre vent the territories being used as pawns for the necessitous politicians. Ix the Forum for June Adelbert Hamilton has an article showing how such enormous profits are made by in surance companies. He says that un like capital invested in other business, iusurance capital gets an income from the two sources of constant investment from mortgages and from insurance. As a consequence, in 1886, while the average rate of interest was about 4.75 per cent and while railroad capi tal stock earned less than 3 per cent, dividends, insurance capital earned more than 12 per cent In 1887 the dividends upon it averaged nearly 14 per cent Following are a few rates of dividends declared in 1S87: Fire Association of Philadelphia, 40 per cent; Forest City, 28 per cent; Frank lin 23 per cent; eleven companies 20 to 24 per cent; eighty-five companies, 10 to 20 per cent each. Nor was 1S87 an exceptional year. A Ciun'.vnlvn in Canton was in the habit of stealing his master's money and swallowing it. At last he died of his bad habit, aud when the surgeons examined him thirty-two 10-cent pieces were found in the interior, and two of them had lodged so awk wardly as to cause his death. "Such," piously remarks the Chinese com mentator, "are the wages of unhallowed greed." if money swallowing is a common hab it of Ah Sin we can understand why, when he dies abroad, his rela tives are anxious to have his material envelope sent to them. A dead China man may be as good as a gold mine to his sorrowing kinsmen. Politicians are bound to make fu rious invectives and unanswerable syl logisms. That is their trade, as it is the trade of prize fighters to fight and of acrobats to balance themselves on the top of a pole. Slowly, gradually the truth, the good sense, the practi cal judgment, filter down and perme ate the mass. Aud what ultimately decides the mass is not logic at all, but a rough, undefined sympathy, guided in the long run by judgment, but consisting in the main of all those complex moral considerations which form the ground for giving or with holding confidence. Confidence is the soul of politics, just as much as of trade. The survevs for a railroad in the Congo country around the cataracts have been completed. The total leinrth of the road will be about 264 miles. There are few engineering difficulties in the way, and it is ex pected that it can be finished in four years, at a cost for construction and equipment of $5,000,000. With a road like this, supplemented by navigation on the great water ways, there will be a fair prospect of bringing central Africa under the influence of commerce and civilization. PiiriiO. SravESTEi: proposes the ad dition of two new words to the En glish language. One is "typoscript,' to express the product of the type writing machine. For the type-writ ing machine itself he proposes the name "graphotype," leaving the word type-writer to be applied to the pretty girl who runs the machine. These new words arc needed, Mr. Sylves ter says, because they stand for new ideas. The construction of a line from Victora, B. C. to Alaska, rendering travel to the Arctic possible, is being seriously talked of. The engineers pronounce the scheme feasible, and estimate the cost at $130,000,000. The transfer of the monev in the United States treasury from treasur er Hyatt to treasurer Huston will be signalized by a recount of all the money in the treasury, dollar by dol lar. In round numbers there are S200,000,000in the treasury. Nearly three-fourths of it is in standard silv er dollars. The counting will require me worK of sixty experts four months. The leading papers of Washington territory are agreed that according to tue terms of the enabling act a full set of county officers must be elected this fall With state, legislative and county officers to elect, and the nam ing of two United States senators by the legislature, the fall campaign will be enough to satisfy the most mercur ial politician. People living in British Columbia are discussing the possibilities of a railroad to Alaska and its probable and most feasible route. After laying the track through Alaska it will be a mere trifle to bridge Behring strait and run a branch to the North Pole. Tight Plare for a Detective. From an inspection of the partial records now existing, the estimate has been made that at least 700 vessels of all descriptions sailed from the va rious ports of the world in the vear 1849 Tor California, and that 400 of this number sailed from the Atlantic sea-ports of the United States, bring ing to our coast in the year 1849 and up to May 1st of 1850, at least 73,000 persons, which in addition to the 1849 emigration across the plains of 25,000 making the whole number who left their eastern homes for California in the year 1849, about 100,000 persons. Taking the records of the Pioneer association as a basis for calculation, there must be living it present of this vast number at least 25,000 persons who are scattered over the United States. William T., the oldest son, passed peacefully from this life in the early morning of Wednesday last, lie had been quite ill for some tune, and everything possible was done for his relief, he, all the time, hearing his suf fering with such extraordinary patience that the nearness of his end was hardly linmftived bv his friends. Being of a quiet and retiring disposition, he had not many friends, but those who knew him best speak of his lovely, childlike character, and amiable nature. But a short time before his death he spoke feelingly of his faith in God, and his resignation to an untimely end. The funeral sen-ice, on Thursday, was larcely attended.tis his body was laid to rest under the live oaks, emblems of life everlasting.
