I would begin by un organizing right away that committee 6f schoolmasters, the civil service commission, because there is no sense in it I would observe the principle of home rule, in so far as regards the postoffices and other federal offices which are local. These offices should be graded from the least to tho high est. I would have the offices distrib uted through congressional delega tions, but I would have no fighting, or striving, or grabbing, about it In stead of having congressman or poli ticians swarming at the White house and badgering tho president and claiming everything so that the ag gregate claims amount to ten times more than the entire patronage of the government, tho president should fur nish a congressional delegation with a list of just what each state was en titled to. A set of such lists could be prepared in a very short time by a clear headed statistician. The state that had n cabinet officer would have to do without the minor office?, and if the big foreign missions did not go around, the states which got them would have to be satisfied with a smal ler proportion of subordinate offices."' :Ucrit Wins. Reverie by Bill Nye Darins Serenade. a Gospel As I pen these lines, the plaintiff wail of a brass band comes stealing through my casement. I trust that the- intelligent compositor will not strive to set me right on that word. I refer to the wail of tho plaintiff wuen no nas tnea to enforce the payment of a bill, and finds that tho lawyer has had it but cannot really refund it without personal inconveni ence to himself. Thi3 music, to wh'chl so feelingly alluded, comes from tho volunteer band of a Salvation Army. They are playing beneath my casement for my benefit They desired to snatch me as a brand from the burning, but I am in Michigan, and I would rather be a brand at this season of the year than to ba outside making a large mouse-colored ass of myself. I step to the window and say that while thanking one and all for the honor thus paid me, a comparatively uncnown man, x am entirely unpre pared to say anything suitable for the occasion, and being poor at extem poraneous speaking, seeking mod estly to plug along and support my family, I will once more thank one and all for this flattering reception, and say good-by. The leader i3 a large red-nosed man who weeps easily and pulls out the tremolo on his voice at all times. He weara a street-car conductor's cap with n red band around it, which matches his nose, and as the night is intensely cold, he wears a pair of ear muffs which were formerly used by the baby elephant, perhaps. Near him with a bloak wasto of purple beak knocking a poor and defenceless tambourine silly, wearing a green veil under her lower jaw in order to protect her ears, and a pair of her favorite husband's socks over her shoes to keep out the bitter cold from her massive feet, stands a woman with straws in the fringo of her shawl and a vacant look in her bard, cold eye. I was just going to say she ought to be at homo with her family, but all at once it occurred to me that it would be a great blow to the family. So, perhaps, it is better as it is. The plan of salvation, as outlined by the Salvation Army, is too vitu perativo to be successful. Life is. of course, a warfare, and nearly all of us have to fight more or less, with Hie exception of the regular army; but tho war made on Satan by the Salvation Army J3 too ncrimonions, it seems to me. It makes a good deal of noise and requires a good deal of foraging, but is really harder on the surrounding country than it is ou the enemy. What is the use of bombarding Satan all winter hero in Michigan when the chances are that ho is down at the Hot Springs? Why make n personal attack upon John G. Lucifer with a disagreeable brass band here in tho northwest when ho is in fact down at Washing ton where he can hear good music? As I listen again at the window I hear tho voice of tho lieutenant col onel of the Salvation Army. Ho is urging his little band of Don Quix otes to charge on the satanic wind mill. He is speaking extemporane ously, and the woman in the large woolen socks is trying to look pleasant This frightens a loaded team, and a cord and a half of dry maple wood expends itself along in a street with great fury. The leader goes on again to state that we are journeying through an unfriendly world. That a man may lose his money or his clothing, or his wife, and still recover. But when ho loses bis soul his name is Denis. "Oh, then, let us fight for thoso souls, such as thev are. Let us challenge old Satan, and give him only time to train down. Let us fight. him without gloves. Let us knock his head off. Oh, I never sawa better timo lhau now, whilst he -is thinking about something else. Let us sock it to him now. Lot us mutilate his disa greeable features, and send him back to hell looking like a man in the almanac who explains the zodiac, and who allows his works to show for themselves." The band then strikes up a selec tion or fragment of a campaign song that sounds so sacralegious that it honestly makes the chills nnd hot flashes chase each other the entire length of my being. It is like hear ing the "Bazzlo Dazzle" song over i our mother's grave. The band is composed of six pieces tho bass drum leading. It is sup ported by a colored man who has joined the band because he is passion ately fond of music, oan wear a cap with braid around it, and enjoy a sea son of much needed rest. Coming inj hi intervals tuero is a croup' oass horn that has lost its voice by sleep ing in barns throughout the state. There are four other pieces of music, but their relations with each other are strained. The players pause ever and anon to polish their red sweep of noso with the corners of their shawls or to agitate their chilblains against n brick building, and so it often falls out that they lose various notes, for which their auditors thank them and anon snowball them as they are in the act of journeying through an un friendly world. He says on January 12th last the German chancellor cabled the German officers and Germau con sul at Samoa, to cease hostilities, and to protect the interests of American citizens at Samoa, and these orders must have reached the islands long oetore any conflict could have oc enrred. It is believed here that the story is a sensational invention. FLOOD3 IS ESOLASD. Losi'os, March, 13. Great Hoods prevail in western England. Eailway traffic is interrupted and passengers on tho blockade trains sleep in the cars. The city of Taunton is isolated but the water is slowly sud3iding. The floods aro the greatest that have prevailed during the present genera tion. TOWDEBLT ASD LE CABOS. Scbastos, March 13. Powderly says: "Since Le Caron's letter was first published I have received com munications from men along the line of tho Union Pacific, who say that they believo that they can furnish ev idence that will bring Le Caron back to America in handcuffs." Powderly intimated that evidence will soon be at hand which will prove that Le Caron's secret record is stained by much greater crime than that of being a spy, and iu all proba bility a perjurer. TRAIN ACCIDENT IS RUSSIA. St. Petersburg, March 13. A pas senger train on the Trancaspian rail way was on Sunday thrown from the track in a tunnel, owing to the re moval of rails by train wreckers. Tho result of tho derailment was frightful. Tho killed and injured number 50. The band of robbers who tore up the track has been captured. esiig basts is 1888. New Yobk, March 13. The forty second annual report of the board of immigration commissioners shows in substance that during the year 1888 the total number of passengers from all foreign ports lacded in Castle Gar den was 470,822237,850 males and 232,960 females.
