NOTICE is hereby given that the Common Council ol the City of Astoria, Clatsop county, OreRon, propose to or der the improvement of that portion of Washington street, in tho City of Asto ria. Clatsop county, Oregon, as laid out and recorded by John McClure. from the soutli side of Astor street to the north end of said Washington street, by cutting and filling with dirt to Its es tablished grade, and by planking that Sortion between Squemoque street and oncomly street to a width of twelve feet on each side of the Astoria Street Railway track now built through the center of said portion of said street, and by planking said street between tho south side of Astor street and the south side of Squemoque street and between Concomly street and tho north end of said Washington street to a width of fifteen feet on each side of the center thereof, and by raising the plank pit ters now upon said street where the grade Mmll require the same, and by building new gutters where there are none, and by repairing tho sidewalks where necessary and building new sidewalks where there are none, on both sides of said street. And unless a remonstrance signed by the owners of two thirds of the property fronting on said portion of said street be filed with the Auditor and Police Judge within ten days of tho final pub lication of tliis notice, to wit: on or be fore Tuesday, October 9th, 1888, the Common Council will order said im provement to be made. The Finns residing upon the Columbia river back of Bradbury have scoured the right of way of Mr. McGraw for a canal to con nect the head of Dobbins slough and Bearer slough with the Co lumbia, the object being to drain their land and have direct commu nication with the Columbia for their boats. Their plan of drain age is -based on the fact that the tide in tho Columbia river at Brad bury falls two hours and a half earlier than it does in the heads of these two sloughs, which form just back of Bradbnry, emptying into the Columbia opposite Eureka antl are oyer twenty miles long, and, beinp; very crooked, the action of tide water is so sluggish that one tide is not entirely out before another sets in. By connecting tne tieaa oi the slough with the river, as soon as the water beeins to raise in the slough it will pour out into the Columbia, which is then at low tide, thus preventing, except at very high tides, the over flow of thousands of acres of fine grazing and hay lands which are now submerged" at everv tide. That immense tract of land extending from Bradbury to Marshland, which has heretofore been con sidered worthless by tho Ameri cans, has been taken ud by the Finns, who aro building good houses and barns and making other suDsianuai improvements, iney are a sober, industrious people and will make a valuable addition to our population.
