Under tho headings, "A much dreaded port," "Captains disgusted with Portland," the Oregon Sift inas, disceursing: about shippinrr sailoM and tho way it is done in tnat city, say6: "It is a very clear fact that the prosperity of Portland depends mainly on tho shipping business, and it is well known that ships cannot be taken from one port to another without sailors or seamen. Therefore, why do not people study the welfare of those seamen who have to go through hardship and danger to bring the ships in and out. It is a notorious fact that Portland is one of the worst places for noor Jack to be swin died out of his well-earned wages by the crimps and sailor's board ing house masters and runners. The wav all this is carried on is very simply and clearly demon strated by" the follewing: The wages for deep-sea seamen or long voyager.-) ib fixed and maintained at $30 per month, with $40 ad vance or bonus note; besides this, no sailor, or "hoo boy," (commonly designated so aboard ship as a useless article) is allowed aboard unless the captain pays the blood money, which varies from $70 to as high as $123 for each seaman. Now, if the blood money was done away with, Jack could easily ob tain from $40 to $45 per month, as owner's or captain's pocket. It is it would not be any more out of an a well-known fact that all the sail or boarding house masters are in a ring to the furthering of robbing both Jack and the captains. Most ships go away from here very badly manned, say six or nine sailors and the rest of the crew "hoe boys" picked up by the runners of these houses; they are given their board and lodging, a few rags or old clothes, and a bed. For this the boarding-house master gets the SI 00 or $125 blood money and $40 in advance, swindling the captain by representing the lads as sailors, and making doubly hard the work ing of the sails and ship on the real sailor. For a "hoe boy" is not fit for any seaman's duty until he has been a couple of voyages or so. There is another great wreng: sailors are worried and pestered by boarding-house mas ters until they leave their ships, on purpose to have an opening to ship men when she is ready for sea again. In several ships they havelold seamen that it would be worse for them to stay by their vessel, as they would have them out of the ship when she came to Astoria again. All tho above is perfectly true and could be substantiated if thf matter were looked into. A good deal of this is Jack's own fault for allowing these land sharks to fill him up with whiskey when putting him aboard; but still there are a good many who are intelligent and worthy men, who suffer with the rest. Now, if those who have the charge of looking after these af fairs, would do so, something might be done toward the amelior ation of Jack's wrongs. Ihis is not the only great drawback to Portland's shipping interest; there is the excessive price for towage, wharfage, stowage, etc. In fact it would be well for those interes ted in the wcllfare of shipping in terests to look into these matters; but the reports of British captains and seamen are not very flattering descriptions of the city of Port land and her way of doing busi ness. A report came to this office to the effect that a clothing firm in tho north end of town is in the habit of lending money to sailors and taking an order on their wages for four or five times the amount loaned. It seems that tho same firm sold a hat for two dollars to the sailor who was killed recently on board of the British ship Jio uVrt, by falling through a hatch way.
