I Persons having stock and ho hav are beginning to feel blue, and we'll they may. If this "cold snap" holds on for a few weeks, the stock loss in eastern Oregon will be ap palling. However, the great beef preserver the chinook is liable at any time to come to their rescue with its gentle breath. Commissioner T. A. JIcKinnon received a letter from home by last mail, stating that snow was about eighteen inches deep on a level in Harney valley. Should it lay on very long the loss of cattle will be very great, as thousands of acres of tules where cattle usually feed during the winter were burned over and destroyed last fall. Grant County Ncics. A little boy living in Lakeview, a mile and a half northwest of the city, had both of his ears frozen on Monday while on his way to tlie public school in this city, says the Vancouver ItcfiMcr. Snow at Walter's ferry, on Snake river, is reported eight inches deep, at Reynolds creek three, and between Sinker creek and IJruneau about the same depth, but .stock are doing well, bays an exchange. Farmers should sow all suitable ground in feed-grain and hay. Tlie time is close at hand when southern Oregon will not be able supply home demand in these ar ticles, says the Grant's Pass Cour ier. Dayton, W. T., paper: Stock men iu this vicinity believe that the1 stock on the range will be able to withstand a much harder winter this year than last, because of the better condition of the range, as well as the stock. This is due to early rains. We are informed, says the Eu gene Guard, that some of the fall grain below Coburg lias been killed b' the freezing weather. So far we have htard no complaint from any other locality, but if the grain generally escape it will pioe lucky. Reports from the range indicate that the late storm will decision great loss of stock. The c.ittlu on the Snake river range between Caldwell and Glenn's ferrv were not in condition, owing to :i scn'r iiv of food, to stand the sen. of the last storm. Parties in f fordan vallev report a heavy fall of snow in that section, sas the Caldwell Tribune. Farmers are jubilant since their grain is oovered by snow, which will protect it from "freezinc out," says the Hilsboro Independent. From advices received by Frank Cofiin, of this city, we learn that Jordan valley is entirely snowed under, the snow being fifteen to eighteen inches deep, and about twelve in Malheur valley, says an Idaho paper. Stock is suffering sererely. A man named W. Ish was brought to Walla Walla from Wallula, Ihursday, and taken to St. Mary's hospital. Both of his feet are badly fiwen to the ankle. The doctor informs the Union that man's feet will have to be amputated. A prominent stockman reporis that in all the country between Boise valley and the Payette river, horses and cattle are iu a starvin" condition. The snow is about eight inches deep and crusted, and unless the stock is gathered up and fed but few of them will live through the winter. The Columbia is frozen so hard at The Dalles that they have been crossing sheep and cattle over on the ice. Lane county paper: A promi nent fruitgrower informs us that the fruit trees have not suffered at all by the cold spell. Boise Republican: Range stock in some localities are already suf- fering for feed and water, espe cially is this the case on the Snake j river plains, where the winter ranges are usually the best. The one single object of the act known as the "railway lease bill," passed by the legislature of Ore gon at the last session was to au thorize the O. R. & N. company to lease their lines to the Union Pa cific. It was represented that the consolidation of the Union Pacific and the 0. R. & N, lines into a single system would be an excell ent thing for Oregon, since it would give the state a continuous line across the continent under a single management, and moreover would enlist the powerful Union Pacific in the work of developing a system of local lines for the Pa cific northwest, in competition with the Northern and other roads. These arguments were set forth by agents of the Union Pacific and 0. R. & N. companies. Moved by them the legislature of Oregon enacted the "lease bill." To the terms of that bill the lease of the 0. R. & N. must conform. Under these terms the Union Pacific may take a lease of the O. R. & N., but the Northern Pacific cannot. It is necessary only to examine the act, The act simply extends or enlarges the general powers of incorporations, within the limits it specifies; that is, incorporations are authorized by it to exercise certain powers they were not au thorized to exercise before. These powers are specifically de fined. "In casethe object or pur pose for which any such incorpor ation is incorporated is in whole or in part to construct or to con struct and operate a railroad," then this act authorizes such incor poration to "lease any part or all of its road to any other company in corporated for the purpose of main taining and operating a railroad, and to lease or purchase, maintain and operate, any part or all of any other railroad constructed by any other company, upon such terms and conditions as" may be agreed upon b jtwecn said companies re spectively.' Now, if this were all, the O. IJ. & N. company could lease its lines lo the Northern as well as to the Union, or to the Northern and Unimi jointly. But it is not .ill. There immediately follows a re st Motive condition, to wit: i'Jiio eided, that nothing in this act shall lie construed to authorize th leas ing of any railroad line to any company or corporation owning a road which forms a competing or parallel line to its railroad."' Consequently, since the North ern Pacific company owns a load weich forms a competing and paral lel line to the 0. R. & N. the latter company is not only not authorized to lease to the Northern Pacific, but is positively forbidden to do so. There can be no doubt that the authorities of the state nf Ore gon will enforce the law in this particular against the lease of the 0. R. & N." lines to the Northern, in conjunction with the Union, should there be an attempt to carry the lease into effect in this form. Oretjonian, 23.
