Lines still down; worked about ten minutes" yesterday, then parted again. The sheriff's sale of delinquent real estate is postponed until Saturday, the 25th inst. H. Wise is back from San Francis co with a big stock of clothing. He invites' the public to call, see the . goods and note the prices. The city election in Portland and East Portland on Monday resulted in a clean sweep for the Republican can didates, the entire ticket being elected. During the east wind and hot weather Monday and yesterday a stiff nor'wester was blowing outside, and rough water is reported by pilots in ..from outside. A hot east wind and blazing suu made, yesterday morning a warm one. In the afternoon the wind swung around to the southwest, bringing grateful coolness and relief. The six-year-old daughter of Mrs. Paulson, residing on Water street, met with a serious accident last Mon day afternoon, by falling 'down a steep flight of stairs and breaking her right arm at the wrist. Great fires are burning across the river and on the south side of the hill back of town; also on the other side of Young's river. For an hour yes terday afternoon the city streets were filled with smoke. "The Oregon came in yesterday morning. Passengers say that "just outside San Francisco she struck a -strong headwind and a very rough sea, and not till six o'clock Monday ovening did the wind let up. ." Reports from the upper river are to the effect that the fish wheels are scooping up thousands of young sal mon. It is a shame that such contri vances should be allowed tb deplete the river of its valuable attribute. - A brother of E. E. Shaw's is build ing a dyke on his place at Deep river, W.T.. that is sixteen feet at the bot tom, and four feet on top. It costs five dollars a rod, and will be a mile long, enclosing a tract of fine tide land. " FJben Parker is building a fine dwelling house on his lot west of the Court street school house. Eugene Brock is also building a neat dwelling house on his property. F. A. Fish . er's new residence is approaching completion. John Wilmer, fishing for the Occi dent Packing Co., while in his boat with his partner on the river yester day morning, got his left leg entangled in the net, and while trying to get it out had the misfortune to break it in two"placeB. The surface of the river is covered with snags and tree trunks and float ing timber. It is met far out to sea, carried out by the great flow, that now admits of little in the way of flood tide, the sweep of the current being constantly se'award. It was reported yesterday that some boya bathing in Young s 'JJay had thoughtlessly set the brush afire in the vicinity, and that a barn belong ing to John Wirt and thirty cords of wood belonging to a neighbor of his, had been totally consumed. While drunk in Portland last Sun t day night, Fred Ro'der, mate of the S. Q. Reed, fell off the boat at the foot of Ash street, and was drowned. The body was recovered on Monday. He was -unmarried and was not known to have any relatives in this section. The Fourth of July programme ap pears on the Becond page. There will be a good time, an attractive order of exercises and Astoria extends a cor dial welcome to all to come and enjoy themselves on that day and aid in the fitting celebration of the nation's birthday. Last Sunday night nine fishing boats 'anchored at Sand island, dragged their anchors and went adrift. They' were sighted by tugs outside yesterday morning and towed in, the men aboard having been without food for over thirty hours. Seven qnt of the nine lost their nets. The English vessels were bright with bunting yesterday, and from Yiee-Consul Cherry's office floated "the flag that for a thousand years has battled in the breeze" in honor of the jubilee of the queen. Tho jubilee anniversary of Queen Victoria's ac-. cession, to the throne is something tfiat nobody ever saw before and no body will ever see again. It is learned at the San Francisco office of the coast survey that Assist ant J. F. Pratt and Assistant Fremont Morse have finished the topograph ical, reobnnoissanoe of the coast line fnJm Gray's harbor to Cape Flattery, including all the outlying dangers and unknown stretches of coast along the Pacific coast seaboard. The dif ficulties encountered by the party have been very great. Within a month or two a preliminary report giving to shipmasters, running north of the Columbia river, valuable infor mation of the exact position of Flat tery rocks and other notable dangers, may be expected. The treasury department has senj out a new circular stating that the president has decided to establish a national patrol of the coast of the United States with the vessels of the revenue marine. The colleotora are in- structed to keep the steamers under their direction constantly stationed along the outer cruising lines, and to exercise special vigilance in speaking vessels arriving from foreign ports. The port from which the vessel sailed and the state of health of those on board is to be learned, and when contagion is found the infected ves sel must be taken to the quarantine station by the revenue steamer. Reserved seats for Monday night's performance to-morrow at the New York Novelty store. DIED IN THEIR MOTHER'S ARSIS. In the course of his daily rounds a newspaper reporter meets with many different phases of life, some ludi crous, others pathetic, occasionally tragic, some of great importance, more, the veriest trifles. One of the saddest circumstances that has of late come to the writer's knowledge transpired yesterday after noon. Two neighbors, Mrs. Ecklund and Mrs. Anderson, whose husbands are fishing for the White Star Pack ing company, came down on the steamer Favorite yesterday morning, each carrying a sick infant, the one n girl aged niue months, the other a boy aged twelve months. Full of appre hension for the condition of their lit tle ones, who appeared to be suffering from cholera infantum, they hastened to a physician, but it was tno lato. One of the children breathe.! its last in the doctor's office, and the other a few minutes after beiug conveyed to the hospital. Two tiny coffins were procured, and the grief-stricken parents mingled their tears over the graves of their loved one3 who, doubtless, were as dear to them as any little household darling of any one who reads this brief chronicle. How Two Rivers Got Their Names. Tennessee has two streams called Daddy and Mammy creeks. They were named away back when the state was first settled. A husband and wife riding along, on horseback began quarreling, and when they arrived at the first stream the former soundly cuffed his wife. He then named the stream Daddy creek. They jogged along, still quarrelling, till they came to the second stream, when the wo man picked up the limb of a tree and felled her companion,-and triumph antly named the water Mammy oreek. Danger Signals Ordered .at One End and a Locked Gato at the Other. The city council met in adjourned session last evening, Councilman Bergman, president of the counoil, in the chair. - A petition from the committee of arrangements of the Fourth of July colebration, asking the council to have the streets cleaned, was, on motion, referred to the committee on health and police, with power to net. A petition from the same commit tee asking the council to appropriate S250 for the Fourth of July celebration-fund, was, on motion, referred to the committee on ways and means. A communicntion from Coroner Ross offering $50 for six lots in block B.'sec. M, in the Clatsop cemetery, was read, and, on motion, the offer was accepted. " A petition from property owners asking for the improvement of Cush ing Court street, was read, andon motion granted. A remonstrance from property own ers on Cedar street against the pro posed improvement of that street, was read, and, on motion, referred to the committee on streets. A remonstrance from property own ers on Concomly street against the proposed improvement of that street, was read, and filed. The reports of police judge and sexton for the month of May, '87, and of street superintendent for June, were read and referred. A communication signed by numer ous citizens, complaining of the pres ent pest of caterpillars, in certain parts of the city, and asking that the police be authorized to cause the re moval or suppression of said cater pillars, was read, and, on motion, re ferred to the committee on health and police with power to kill the aforesaid caterpillars. The committee to whom wua re ferred the ordinance authorizing H. B. Parker to erect a wharf, reported, recommending the granting of the re qaest: report adopted. An ordinance providing for the re pair of Cedar street from W. Sixth to Salmon was passed under suspension of the rules. An ordinance authorizing H. B. Parker to construot a wharf, wbb road third time and passed. An ordinance accepting the ousto dy of the street running across the property leased from the Cutting Packing Co., was passed under sus pension of tho rales. On motion, a warrant wbb ordered drawn for 81, in favor of Mr. Tallant, as consideration for said lease. An ordinance providing time and manner of improving Cushing Court street, from Eighth to W. Ninth street, was passed under suspension of the rules. NunibrouB applications were re ceived and filed, asking for change and abatement in their individual city assessment, and, on motion, re ferred to the committee on ways and means. The following bills were ordered paid: T.N.Coe, 810; J.F.Halloran &Co., $51.35; B. S. Worsley, $10; Silsby Manufacturing Co., 859. The matter of getting.the city char ter and oity ordinances, revised, in dexed and printed, was, o. motion, referred to the committee on rules and regulations, to report at the next regular meeting. The fact that there was only on fire engine fit for service was brought to the attention of the council. The roadway west of Trullinger's mill was the next subject of discus sion, and the statement made that the city was now shut out from the road built toward Smith's Point. The up per Astoria roadway was also dis cussed and the suggestion made that the roadway be marked "dangerous", and closed up. The idea was favora bly entertained that the city should maintain that important road and keep it in repair, p because of the con stant travel on it and the necessity of keeping open a safe roadway between the city and upper town. After con siderable interchange of opinion, the street superintendent was, on motion, instructed to have two large notices posted conspicuously on each end of the roadway notifying the Amer ican public that there was no thor oughfare, and that it was "danger ous," and that the council is not re sponsible for damages resulting from any accident in that vicinity. On motion, the street superintend ent was also instructed to place a gate securely locked across the road way at the west end of the Cutting Packing company's premises. After this, council adjourned.
