OREGON: WEDNESDAY JUNE 22. 1887 Washixgtontans who claim to know say that the President will tender Secretary Lamar the posi tion in the United States supreme oourt made vacant by the death of Justice "Woods. Since the new railroad law went into operation, the Mississippi river business has increased largely. New Orleans has been doing abig business in the shipment of wheat to French ports, and most of it went down the river from St. Louis. George C. Gorham, formerly secretary of the United States sen ate, in an interview last week ex pressed the opinion that Mr. Blaine went to Europe in order to leave the shaping of events entire ly to Providence and his friends. Mr. Gorham thinks the Republi cans can elect the next president, but that do it they should nom inate John Sherman. Judge Rittenhouse of the dis trict court of Denver, Col., has ad judged that certain property winch Andrew Meldrum conveyed to his wife befoie they were divorced, shall be given back to Meldrum, because the judge believes that at the time of the transfer to the wife she did not love him and hence she got the property by fraud. The deoision is one of the most extra ordinary known to the legal profession. der for the return of the flags has been suppressed. "While it is emphat ically denied at the White House that the subject was discussed by the cab inet before the order to return the flags was given, it is charged in other quarters with almost equal em phasis, that the cabinet dis oussed the question at considerable length. And that all members of the cabinet, with one exception, faYored the return of the flags. The exception was postmaster-general Yilas, who served in the Union army. He did not think it would be a politic move, but gave in to his as sociates. 'It is also asserted that secretary Bayard was most enthusiastic on the subject, even going so far as to as sure the president that such an exec utive order would make him a name that would live forever. The legality of the step was referred to the attor ney general, who gave it as his opin ion that there was nothing in the law to prevent it. The true Btory of how the order came to be issued will never be known. Those who are familiar with the facts, however, say that President Cleveland would not have decided upon such an important step witnont consulting ins cabinet. Edward Everett Hale's prediction of the increasing popu larity of the signed editorial and the decreasing power of the anon ymous one is justified by the jour nalistic signs of the times. Even those papers that still rigidly ad-, here to anonymous editorial utter ances are admitting signed articles to their other columns in constant ly increasing numbers. That shows that they recognize and feel they must needs bow to the grow ing popular taste for identified writing. Mr. Hale is quite right in his forecast of ihe decline of the plural we." Col. John Adair's proposition to run a ferry across Young's bay in connection with a road to the seaside is a step in the right direc tion. Communication is one of our greatest needs. Anything that will make transit faster; that will bring the different parts of the courty closer, is a benefit to all. The Clatsop bridge, urged some time ago, appears, to many, an ex pense that would outweigh the advantages. Such an objection cannot apply to this latter scheme. Our advantages and attractions for visitors from the interior are so manifest as to scarcely need reference. "Were better means to had to get over to the beach, the means this way would be greatly increased, and every one would be benefited directly and indirectly. Dement & Co.'s Still Talking About the Flags. Washington, June 20. The flag topio haB not been altogether ex hausted. A move is on foot to re quire the war department to provide better quarters for the flags, and to have them open to the inspection of the public, as the law directed. If the war departmentTefnsestodo this, when congress meets a resolution will be offered in the senate, to investigate the reason why. The law is clear on tms point, out at present it is neces sary for any one wishing to inspect the flags to first get a written permit signed by the secretary of war. It is thought the flag episode will be made a snbjeot for congressional inquiry next winter in any event.
