The tide of emigration of the ' Russian peasantry into Siberia is largely on the increase. 1 here is no official registration of the num bers; but in 1886 there passed through Syzrania alone 7,500, com ing from the central provinces. Others in large "numbers proceedi by sea to the Amoor in the far' east. The disturbance of popu-j lation is not limited to a move-j ment beyond the iLuropean fron tiers, but prevails actively within it. One hundred thousand colonists have lately migrated to the banks of the Kieban, and the Ural bank is assisting many other thousands to establish themselves in New Russia. With the exception of the last, there is but little or no organization in any of these move ments; the people simply seem im pelled by impatience of their present lot and a blind desire to change, and they go forth not knowing whither they go. Many of them return to their original settlements, after a longer or shorter absence, moro destitute than they went forth, but far the larger number are never heard of more. They are lot in the vastness of the solitudp.s into which they pluuge. There is no govenment organi zation whatever in many places thev vo te: no lnlormation is available before thev start as to the best routes, the capabilities of sou or the condition of ciunate and season. If they succeed it is only after enduring unheard-of hard ships, winch might have been spared them if there eistel a de partment charged with the regula tion of tin-, hi ear. national migra tion. The state itself is beginning to suffer direct lv in its finances from this disorganized hlsifting of population, as many of the emi grants leave arrears of taxes be hind them.
