Siiakspeke's "Measure for pleas ure1' turns upon the effort of An gelo, when "drest in a little brief authority," to put into execution laws that were practically dead, or at least sound asleep. As the duke says: 'We have strict statutes and most biting The needful bits and curb3 to headstrong steeds Which for these fourteen years we have let sleep, Even like an o'erfirown lion in a cave, That goea not ont to prey." ' Again, Angelo says, when Isa bella assures him that, though many have committed her brother's offense, none have died for it: "The law hath not been dead, though it hath slept. Those many had notdar'd to do that evil, . . If the first that did the edict infringe Had answer'd for his deed." In every country there are sleep ing laws. The authority which has supported them has lost its grip or they have been found to be impracticable. They are laws which cannot bo enforced, or pub lic sentiment, has changed in re gard to them; and the offenses threatened are no longer consid ered to be crimes or misdemeanors. An instance of such a sleeping law misht have been found at the beginning of this century in En gland, when- a man found dis guised and with a weapon upon his person was condemned by the statute to suffer death. Another example was that of the death sentence attached to any theft to the amount of five shillings. These laws ceased to bo enforced many years before they were repealed. It is interesting to note that, though this law in regard to the punish ment of theft by death had become practically a dead letter, a bill to repeal it was defeated in the house of lord3, one archbishop and six bishops voting against it, a fact which might well make one dis trust the instinct of justice in the breast of an ecclesiastic, if he did not remember how enormous, un der certain circumstances, is the power of a tradition. The law was, however, made of non-effect by the refusal of juries to convict under it. There are sleeping laws of both kinds, laws that are good and laws that are bad. As there are statutes which the advance of pub lic sentiment has left behind, em bedded like an old shell in the sands of the past, there are other laws which are enacted in advance of public sentiment which are not enforced, not because they are unsalutary, but because the public sentiment is far behind the moral spirit of the laws themselves. Thus on many of our statute books are laws of various kinds against intemperance. They are laws which have been enacted as a fruit of urgent temperance reform. But they are sleeping laws. They have been quietly put to bod in the statutes. While they sleep, they are just as harmless as if they were dead; There are other laws which sleep simply because the public has outgrown them.- Every gen eration makes more or less a new classification of offenses. Offenses which were once deemed light may. by a highly developed moral community, be regarded as Jiein ous and inexcusable. Other of fenses may lose altogether their criminal character. Such are very likely to he offenses growing out of theological views. Matty of the laws enacted by the Puritans were bimply of an ecclesiastical charac ter. They were not ethical, but theological. The age has out grown them. It would be simply tyranny to revive them. Last Evening's "lectins. Editor Astebian: An unusually large audienoe greet ed Col. Woodford last evening. The meeting was opened by singing fol lowed uy prayer. Miss Flavel then sang "What Shall the Harvest Be," as a solo, the audience joining in the choras. This cultivated young lady has fine musical abilities. Col. Woodford then read the Parable of the Prodigal Son, freely commenting ! thereon as ho read. His theme was "Spending in Kiotous Living." No man, no matter how skilled as a me chanic, how able as a professional m,an, is in demand who spends his money in riotous living. "The world owes no man a living." Every man comes into this world in debt to so ciety for his social environments. The true lesson of the "Prodigal Son" is not the great sin of the son, bnt it is the great love of the father and this the part to plead with prodigal men. The speaker read a very touch ing letter from the east, telling about the reformation of a husband and changes in the home as a consequence. Mr. Bell was then called upon and spoke "Very feelingly on his experience, exhorting men to take a stand for temperance. " After singing "Who Is "on the. Xiord's Side" Col. "Woodford resumed the platform and concluded one of the finest addresses of the course. The whole number that have taken the pledge is about 880. WARNED NOT TO INTERFERE. Sherman, Esquire, its Common Council Genilejten: You and each of you, your agents, servants, counselors, abettors and advisers, are hereby notified, warned and advised, that the undersigned are the ovvnera in fee simple, and tenants in common of the following described real estate to wit: Lots number three, (3) four, (4) five, (5) six, (6) seven (7) and eisht. (8) and the south one-half (S) of lots number one (1) and two 2) of MooK,numuer nity-nve (55); also all and singular the land and tide land between high and low water lying north and m front of said blook, including the wharfing rights, privileges and easements, to ships channel of the Columbia river, in the town (now city) af Astoria as laid out and recorded by John Mo Clure, all in Clatsop county, Oregon, as will more fully appear by reference to the records and decrees on file and in the office of the county clerk for. said county; and you and each of you are now respectfully notified and warned not to interfere with said premises in any manner whatever, and particular are you notified not to erect any building and piling thereon, or to move any building thereon, or to remove any piling or superstruct ure therefrom at your periL Yours respectfully, H. A widow may make in her own right a homestead entry, though at such time holding land covered by the homestead entry of her deceased husband upon which final proof has not been made. The right acquired by the orignal entry of a singal woman is not affect ed by her marriage prior to final proof. The transferee "prior to patent takes no better title than the entry man has to confer, and what ever right is thus acquired is snbject to tho subsequent action of the land department. A homestead entry in which the preliminary affidavit was not made before the clerk of the court in the count where the land is eituated, but before the clerk of the court in an adjoining county, is voidable only, and the defect may be oured by prop er supplemental affidavit. The pre-emption law requires that a settler on land hot yet proclaimed for sale, shall make the proper proof and payment within 33 months from date of settlement. In case of failure so to do, the tract of land will then be awarded to the next quaified claim ant in order of time who has complied with the law. Famous Women.
