If the interstate commerce law is in force when rail connection is made between California and Or egon, the doctrine of interstate protection will be illustrated with a vengeance. Between Portland and San Francisco there is a free waterway, a natural artery of,cora merce to which raihoads must ad just themselves. That would determine the through rate be tween the two points, and it would be low, under natural conditions. But there is no waterway to Ash land, nor to any of the border towns on the line of the road, so to these the rates will be the value of the service, and they must be extended on to Portland, since if the railroad company accepts from Portland the low, or steamer rate, it must charge no more to Ashland or the border towns, nor as much. "This rule the railroads cannot, without calamitous results to their income, adopt, and hence under a free trade administration the steamers and sailing vessels are to be protected at the expense of the development of the interior, since the ability to carry through would enlarge the capacity of the rail roads for local development of the countrv. Com mencing to-day an additional train was put on the California & Ore gon road, which will be known as the Portland express. It will leave every day at four o'clock in the afternoon.
