The state immigration office will be closed September 1st., unless some provision is made for its support. A ne? postoffico has been estab lished at Royal, Lane county, with Royal H. Hazel ton as postmaster. The Oregon is due this morning from San Francisco; the State sails. The Umatilla, coal laden, came in yesterday. The new boat Puritan, 14 tons, and the Montesano, 87 tons, were inspected by Messrs. Lotan and Fer guson last -week. The tern Compeer is discharging ballast at the Astoria Packing Co.'s dock. The schooner Queen is un loading California hay at Gray's dock. There are only 29 miles of staging between the present northern and southern ends of the railroad between the Columbia river and San Fran cisco. County assessor Sorenseu is dis tributing assessment 'blanks for all and sundry to make true and lawful statements concerning their worldly goods. - Forty dollars a day is said to bave been refused by the Morrison street bridge company for a year's lease of their bridge across the Willamette at Portland. The schooner if era sailed from San Francisco last Saturday, for Cook's inlet, Alaska, with supplies for the salmon cannery of the Arctic Fishing company. The Woman's Relief Corps will give you a clam chowder at Liberty Hall to-morrow evening, from G to 9 o'clock; all the chowder you can eat for 25 cents. The ladies auxiliary committee of the Y. M. C. A., cleared 85.50 as the financial result of the excellent en tertainment theygave at Liberty Hall last Friday evening. The O. R. & N. Co. has filed n peti tion with the interstate oommorce commission praying to be relieved from the operation of section 4 of the interstate commerce law. The County of Merioneth made the riffle Saturday night, getting to Portland five minutes before the time her charter would have expired and making $1,000 a minute by the fact. "The steam schooner Tillamook was launched at San Francisco last week. She willJoad for Astoria and leave San Francisco for here about the 15th inst Capt. J. G. Hustler will be the Astoria agent for the ves-1 sel. m , Of the 2,000 recently received by Jno. Thompson, the life policy of Wm. Wilson, drowned from a boat abreast of the Seaside Packing Co.'s premises, the beneficiary has gener-, ously donated 100 to the library fund of Seaside Lodge No. 12, A. O. TJ.W. Every one has heard of the colt that Thompson is said to have owned, and what a fool colt it was. Somehow Thompson's colt was called to mind yesterday on receipt of a circular from an Ohio firm, setting forth the supe riority of their wind mills in pumping water for irrigating purposes. Rough weather was reported out side yesterday; there is little moving in shipping; the canneries report a light catch so far in May; though well informed authorities Bay that there were just as many salmon in the river this year in April as any other April in the history of the business. The coast steamer McArthur, Capt. J. C. Burnett, seven days from San Francisco, arrived in yesterday morning. There is a surveying party on board, to make a hydrographic survey of Tillamook, the Nehalem river, Nestucca and Shoalater bays; taking soundings, determining chan nels, etc. A fine illustration of a "long haul' oharge under the interstate commrce' law, occurred the other day, says tho Ledger, when a carload of oil in boxes arrived in Tacoma from the Standard Oil company of Cleveland. The oil was consigned to their agent here. Its cost was over $600 and the freight rate was over $700. i. i Capt. Johnson, of the schooner General Banning, reports in San Francisco that the outer bar buoy, Gray's harbor, is half a mile to the northward of the channel.- The buoy is right in the north breakers. Capt Johnson reports that he lost both an chors and all his chain onaccount of the buoy being out of position. There were several rumors afloat yesterday of two men being drowned on the bar. The only thing that could be definitely ascertained after diligent inquiry was that boat No. 15, of Elmore's cannery, upset yesterday morning and the captain, Cornelius Thompson, and the boat fuller were picked up all right, which is probably the size of it. The Mercury says, on the last trip of the Ancon a seizure was made of about $2,000 worth of gin, bottled in bottles labeled "Apollinaris Water,"5 both on the body of the bottle and over the cork as well. It was gin, however, and made tho very best of cocktails. The custom house author ities are thoroughly wide awake as to these fellows who drink mineral wa ter in Alaska. Forty-two years ago Clatsop county "embraced the territory bounded by a line drawn from the middle of the main channel of the Columbia river at Oak Point mountain, thence south to the lino dividing Tualatin to Yam hill, thence west to the Pacific ocean, thence north to the mouth of the Co lumbia, and east along the middle of the main channel to the place of be binning." Those desiring suits early should Bnbmit orders im mediately. The Troper Place For lhe Timr-Hall. Lieut. J. B. Milton, U. S. navv, is now engaged, under orders from the U. S. bureau of navigation, in visit ing the principal sea ports on this coast with the object of organizing branch uydrograpuic omce? thereat, similar to the one in San Franc&co. of which Lieut. Milton has charge. The usefulness of these. 'Offices to masters of vessels cannot be well overestimated. Tho object of the hydrographic office is to place within tho reach of seamen, at no expense to them, all kinds ofi information pertaining to navigation, including all changes in lights, dan gers, charts, &c. A time-ball is also one of tho chief features of tfie office, by which masters of vessels and others can rate their chro nometers while in port. Lieut. Milton is expected in Portland in a few days and will confer with our principal merchants and those interested in shipping, with a view of establishing a branch office here. As quite a number of the vessels enter ing the Columbia river remain at Astoria, it would seem that a hydro graphic office would bo more useful to shipping it established at 4hat place, unless a time-ball could bo es tablished at Portland us well. Ves sels coming to Portland invariably spend a few days at Astoria when in ward or outward bound, so that they would have ample opportunity to rate their chronometers if the time ball were at Astoria. Oppenheimer & Co., who are trying to compel the St. Louis and San Francisco Railroad to produce their transfer books for inspection,was drawn as witness in the supreme court to-day. He informed the court it was known that he intended to go to St. Louis to-morrow-to attend the annual meeting in St. Louis, and stated that some peculiar manipulation had been gone through with to get him de tained here in court. Judge Dona hue reprimanded him for casting such an insult upon the court officials; but Delmar insisted that he could prove his statement The court refused to excuse him and directed him to pro duce affidavits. The remains ol the composer Rossini was disinterred jat Pere la Chaise cemetery yesterday, in tho presence of the Italian embassy and a throng of admirers of Ros sini's works. There were n num ber of orations and then a pro cession was formed which escorted tho coffin from the cemetery, a band of Republican guards playing selec tions from Rossini's works. The re mains will be taken to a lorenco to day for reburial. ADVERSE TO TIIE PLAINTIFF. Nnw York, May 2. The action for absolute divorce brought by Mrs. Alico O'Keefe against Ross Winans, a Baltimore millionaire, has again been decided adversely to her. The gen eral term of the superior court to-day handed down a decision affirming the judgement of the court which decided that Mrs. O'Keefe was never married to Winans. FATAL STEAMBOVT ErPIi03rON. Pittsburg, May 2. The boilers of the towboat J. C. Rislicr, burst at an early hour this morning, while the steamer was passing "Wood's Run, a few miles below this city. A man named Hayes was instantly ""killed and two others fatally burned. CHICAGO WHET MARKET. Chicago, May 2. The bulls of the clearing house accepted and paid cash for wheat offered them at deliv ery hour this morning. June wheat is firmer, being quoted at B3 at 11 o'clock. cabpentebs on a stbike. A Statute Passed at the Last Session of tbe Lcsislatnrc and Now In Force. Section 1. All idle or dissolute persons who have no visible means of living or lawful occupation or em ployment by which to earn a living; all persons who shall be found within the state of Oregon begging the means of support in public places, or from house to house, or who shall procure a child or children so to do, all persons who live in or about houses of ill-fame or ill repute, shall be deemed vagrants; and, upon con viction thereof, shall be fined not less than $50, nor more than $259, or im prisonment in the county jail not less than ten, nor more than twenty-five days, or both, in the discretion of the court. Sec. 2. When any person is com mitted to the county jail under sen tence for vagrancy it shall bo the duty of the sheriff of said county to cause said vagrant to be employed at hard labor during eight hours of each day of said period of sentence upon any publio property or works belong ing to said county, or in. any other work for the county. t Sec. 3. The sheriff shall have au thority in his discretion to cause said vagrant to be worked upon the pub lic streets of the town or city in which the county jail is situated, after first obtaining the authority from said town or city to do so. Sec. 4. In the case provided for in section 3 of this act, said sheriff shall have authority to leive said vagrant in charge of tho marshal, police or other proper city officers during tho hours he is being worked, for the pur pose of more fully carrying ont the objects of this law. Sec. 5. It shairbo tho duty of tho sheriff to all times have an iron ball and chain securely fastened to the leg of said vagrants while employed at hard labor, as provided in this act. Sec. 6. It was a girl of plump form, rosy cheeks, sparkling black eyes and rather pre possessing features, that stood up in the dock of the Oaklaud police court yesterday and gave her name as Etna Oason when a charge of vagrancy was read to her. "What is your plea?" asked the clerk. In a frightened tone the mere child answered: "Guilty." Police Captain Thomas then took a hand. "If your honor please," he said, "I would like to say a word in regard to this case. I found this yonnggirl wandering upon the streets followed by a gang of young hood lums, and I took charge of her. From her story it seems that she was brought down from her home in Portland, Oregon, by the salvation army, and now they have turned her adrift upon the streets, among strangers, and without a cent of money. If the facts are as she slates them tho Salvationists are to blame in this matter." The court contin ued tho case until the girl's relatives could be communicated with. Terrible Pains. DR.
