APRIL 23, 1887 The appropriation bills now pending before the Illinois legisla ture for two years' outlay, provide for an expenditure of between $11, 000,000 and 12,QO0,O00, and the papers are energetically calling a halt. i - One hundred thousand Kazoos, a new "musical instrument which is a cross between a mouth organ and a fish horn, were shipped re cently from northern factories to the south, and yet some people pretend to -wonder why it is that the south remains "solid" against the north. Last fall a government timber inspector seized 20,000 ties cut on unsurveyc-d lands by the Northern Pacific railroad company, and late ly had contracted to sell them; but the company, by virtue of a writ of replevin, got possession of the ties and carried them off, which the Walla Walla Journal charac terizes as a high handed outrage. The Boston Journal declare? that the in-shore fishing privileges which the Canadians offer to the United States are not worth $400,- 000 annually. The principal fish eries now are more than three miles from land, and .the privilege of buying ice and bait ought to be worth as much to the Canadians, as it increases their trade. The right to oure fish on shore is of little value. Ghables Lever in one of his novels, introduces a character Mickey Free is his name, we be lieve of whom he relates that on the eve of an important engage ment, Lord Wellington rode up the lines and inquired if that in dividual -was in the ranks. The slaughter of lobsters at Prince Edwards Island is some thing astounding. There were exported the past season 91,000 cases, mostly to Europe, which involved the killing of . 35,000,000 lobsters. The value, from a com mercial standpoint, of the con signment of lobsters for propaga tion on- the Pacific coast, which are about to be dispatched to San Francisco by the United States fish commission, may be inferred from the foregoing statement. RiciiAitD Buiidell, of New York has distinguished himself by choosing to take up his abode on a fast railroad train? He is a reg ular traveler on the limited ex press between New York and Chicago. He has an income of 80,000 a year, and is too restless to stay in & hotel. He is entirely able and willing to bear the ex penses of 835 a day. that it costs him to live on a Pullman car for the sake of the soothing effect of traveling at the rate of sixty miles an hour. S. C. Listeh, the"silk king" o England, is more than 70 years " old, but stout and hearty, and busy every day with the concerns of his great factories and landed estates. He invented wool-combing by ma chinery, velvet and plush making "by machinery, and the utilization of silk waste. Ho spent $3,000, 090 in developing those industries, and has .made more than 250,000 a year out of each ot them. He aays he never wetit in for anything in which he did not confidently see 4250,000 a vear. A school-teacher in New York has adopted the plan, of which we have heard something before, of having his boys whip him when they do wrong instead of whip ping them. The teacher must be greatly devoid of a sense of the ridiculous. To use corporal pun ishment in school at all is an ex- hibition of the unfitness of the td&chor, but to allow an innocent person to be whipped instead of a guilty one, even if the innocent person is the teacher himself, is not an ethical lesson that.ought to be perpetuated. It is well to teach children that others suffer through their misdeeds; but justice requires that, whenever possible, the conse quences of sin be restricted to those that have committed it. But the conscience and the common sense of boys will protect them in this matter. We do not believe that they will be fooled by such a farcical pantomime. New "Way to Seal -Cans. Ah ingenious improvement, in the manufacture of tin cans for preserved food is being introduced, the plan consisting in so forming the lid that it is merely pressed on and the can is hermetically sealed, so that no inter nal pressure can remove the lid. Water boiled in a tin thus closed has failed to force it off, althdugh the steam pressure has burst the can itself. A penny piece, however, used as a lever oy being placed under a nm formed around the top of the cover, with the shoulder of the can as a fulcrum, raises the lid with a remarkably small expenditure of power. The principle involved in the device is that of the wedge and lever. The neck of the tin on which the lid fits is formed at a very slight angle from the vertical, and the rim of the lid is made at a corresponding angle, no solder being usd to form the joint By means of this arrangement, therefore, the opening of cans is ren dered a remarkably clean, quick and simple operation, contrast ing greatly in these respects with the inconvenient method of opening now in vogue. iv. Probably as much misery comes from habitual constipation as from any derangement of the functions of the body, and it is difficult to cure, for the reason that no one likes to take the medicines usually pre scribed. A Most Horrible Death. Aununx, N. Y., April 21. Frank Close, au employe at Roll's saw-mill at Moravea, sixteen mils south of this city, was instantly killed to-day by falling backwards on the portable saw. It is not known exaotly how the accident occurred, but its result was moat singular. When close he fell, his bead struck the saw in suoh a position that the skull was sawn through evenly between the eye9, aad the saw then followed through the body along the spine to the legs, leaving them in two halves. It is conjectured that Close, after taking away a slab, returned, and trying to pass between the log and the saw his foot slipped and he fell on the saw. Famous "Women.
