The following compilation at tracts considerable newspaper no ne tice: The total population of the Un ion, as given in round numbers is males, 25,518,000; females, 24,036, 000. The total annual deaths were, males, 301,000; females, 364, 000. In proportion to the popu lation, 368,000 women should have died .to maintain the same relative mortality with the men. Of the defective classes there were of idiots, 45,000 males and 31,000 females. In proportion there should have been 36,000 fe male idiots. Of the blind, there were 26,000 males and 22,000 fe males. In proportion there should have-been 24,000 blind women. Of the deaf mutes, there were 18,000 males and 15,000 females. In proportion there should have been 17,000 deaf mute women. In almshouses there were 35,000 men and 31,000 -women. - In pro portion there should have been 33,000 -pauper women. In prisons there were 54,000 men and 5,000 women. To main tain the proportion there should have been 50,000 women in prison or ten times as many as were. " The only place where the weak ness of "women was shown was in the matter of insanity, the statis- tics of which give 44,000 men and J 47,00D women in publio asylums. To maintain the relation there should have been only 41,000 in sane women. When, however, it .- is considered how much cause for " female dementia is contributed by the men the small number of crazy -.i. -women, is notable. - -- The 17th of September, 1787, is really a more important date in American history than the 4th of f July, 1776. The declaration of - independence was little more than a form of words until independence was made an accomplished fact by seveir hard years of war, and even after that the achievement of inde pendence was of comparatively little consequence in face of the question what use was to be made of it. The school .histories of the ? United States commonly end with the peace of 1783; in reality the history of the United States only begins there, and the critical years .were those that led to the adoption of -the federal constitution.' It is eminently fitting, therefore, that the one hundredth anniversary of this , most momentous political event should bo duly celebrated ' by all who love their country and its institutions, and it is fitting, also, that the move ment for a suitable commem oration' should be made by the governors and representatives of the thirteen free and independent states that were united under the constitution. The conflict con cerning the interpretation of this instrument which the present gen eration has passed through, if more violent, -was scarcely more earnest than the unarmed contro versy which preceded its adoption, and the cordial reunion of the states, exemplified in the presence of so many of their chief magis trates in Philadelphia, gives new proof of the strength and value of the Union formed under the con stitution nearly a century ago. Philadelphia should begin at once to prepare for next j-ear's celebra tion, for it is upon the original Federal capital that the main re sponsibility as well as the foremost privilege will fall in this centen nial festival of constituonal gov ernment in'the new world. Cardinal Gibbons, on being installed in bis titular church in Home, made a speech from bis seat that honored his country and himself, by patriotic expressions that touch the heart of every lover of free government. When he expressed thankfulness that ho belonged to a t;oun try where civil governmentjholds over its people the tegis of its protection without interfering with the legitimate ex ercise of the obligations of their religious faiths, he uttered a truth that lies at the foundation of the loftiest possibilities of free institu tions. When he t aid h t Amer ica has liberty without license, and authority without despotism, he formulated in brief phrase the whole theory of government by the governed. When ho said that the" strength of our republio lies "under the overruling guidance of Providence, in the -majesty and supremacy of the law, in the loyalty of her citizens, and in the affection of her people for her free institutione," he struck the key note to the grandest har mony of self-goverriment, toler ance, liberty and order. It is worthy of more than passing com ment, that under tlie verjr throne shadow of monarchy, -within the atmosphere of a church that has recognized the claim of the divine right of kings to rule men against their will, one of its chief high priests is so fervently imbued with the spirit of republicanism as to thus patriotioally apostrophize tho land and people that stand fore most for toleration, and human freedom, and antagonistic in prin ciple to all rule that is not the in carnation of the will of the ruled. The ohance formation of clouds, showing tho prismatic colors in the form of a cross, has irightened the people of Cobb and Gordon counties, Georgia, "half out of their wits." The appearanoo was co-related by odd conjunction of time and event to tho ravings of a negro cjirl in that region, who, having "dreamed a dream," de clares that the angels have re vealed to her that a great calamity is to overtake all things mundane on the first Saturday in December next. Whirlwinds and cyclones are to open the drama, whioh is to be supplemented by gaping of the earth in the throes 'of a "quake," and the engulf ment of a town. All that remains on earth is then to be burned, "and woe to .him who is not ready." If this catas trophe is to extend io Oregon, all will do well to prepare their as cension robes. Perhaps those fitted for past occasions, when tho performance was postponed, will answer; at any rate white cotton is cheap, and the purchase of new robes will benefit the merchants and stiffen trade. A vote of thanks is due the kindly disposi tioned spirits that have given the world eight months time in which to settle up accounts and strike a balance with eternity.
