The document contains a long re view of the emperor's life. The kaiser dwells on the experiences of his youth, the wonderful help God vouchsafed him, and prays he may be able to deserve, during the short remainder of his life, the blessings of peace. The kaiser's expressions of be lief in. the maintenance of peace are everywhere the subject of com ment. At Prince Bismarck's din ner it was the common topic of conversation. The general opin ion is that the crisis is over and that a period of quiet is commenc ing. Prince Bismarck said to a for eign minister: "1 rejoice on ac count of the emperor's happy an niversary, and especially that the political horizon is now being cleared." It is reported that Grand Duke Vladimir told the emperor that the czar had authorized him to declare that he would do all in his power to maintain ihe traditional policy of Russia, namely, a perfect un derstanding with Germany. M. Flourens, French minister of for eign affairs, in the name of Presi dent G re vy and the French gov ernment, sent the emperor congratulations. Gen. Cardoba, of Spain, and Gen. Saoarneiro, of Portugal, who came as special en voys to represent their respective governments, have been decorated with the cordon of the order of the Pied Eagle. Very "Wisq .Economy. Mr. Powell said that the government telegraph lino be tween Port Angeles and Tatoosh island, upon which Cape Flattery lighthouse is located, has been dis continued, much to the regret of. captains and steamboat men. There are besides some "breeders' stakes" and minor "trots" in which the poky class known as "fanners,1' will, it is supposed, take some in terest. Sr. Paul, March 23. A special marck, says that all attempts to break the Sibley island gorge bv dynamite have been unavailing. A man was seen to-day riding down the river on a cake of ice, frantically calling for help, but it was impossible to assist him. Twelve families near Silvonia have had most dreadful experiences. After being on the roofs twenty four hours, a thin coat formed over the river and on this they walked to the shore two miles, some break ing through several times, but weie rescued. Fort Lincoln army officers here are still of the opinion that many people opposite the post on the lowlands south of the city perished in the flood. This beief is becoming prevalent. As the reports come in from the re mote river districts the story of suffering and loss of life is inten sified. Six Men Hanged. London, March 23. It is re ported that the six persons cap tured Sunday, and who were con nected with the recent plot to assassinate tho czar, were hanged Monday. Dagaroff, the man who murdered Lieutenant-Colonel Sudekyn, chief of police, three years ago, who was suBpected of having plotted against tho czar's life, is said to be one of the six. Paris, March 23.- -Lt Paris publishes a telegram from Lem berg, the capital of Galicia, Aus tria, which says that on the loth of March an attempt was made to upset a train conveying the czar and czarina to St. Petersburg on their return from a visit to the Grand Duke Vladimir.
