Advice to Oregon on the S nbject of Im-' migration. Sax Francisco, March 17. This city and, in fact, the entire state is enjoying a boom, and is just at present somewhat over crowded with visitors. Your cor respondent thought that much of this surplus population was un doubtedly flowing into Oregon and "Washington territory, and, with the intention of getting in formation regarding the matter in order to telegraph it to the Orcijo iian, called on J. E. Shepherd, who, for many years back, had been acting as immigration agent of tli2 Oregon state board of im migration. Great was m' sur prise when it was learned that vir tually no means were being used to divert some of this profitable and desirable class of people to ward the north. So important di reliction on the part of some one was worth investigating, not so much for the purpose of attaching blame to any one as to remedy the matter. In order to get at the bottom of this condition of affairs Mr. Shepherd was asked to go into details leading up to the present condition of inertia on the part of Oregon regarding so vital a point relating to her advancements. Tie did so as follews: Ten years ago I was placed in charge of Oregon immigration in this city bj' the state board of im migration and did all in my power by personal efforts to induce im migration by visiting new arrivals at hotels where they were stop ping. In this I was very success ful, but the board of immigration appeared to lose interest in the matter, and did not second mv efforts as well as they might have done. About three years ago the Northern Pacific land department took the matter up and kept mo supplied with pamphlets and other printed matter describing the at tractions of Oregon and Wash ington territory, and this much facilitated my labors and good re sults followed. But even this aid fell away about six months ago, and now all I Have with which to work upon the minds of immi grants is a small quantity of ex hibits in an out of the way office at 59G, Battery street, vh !e agents who are in this city in the interest of interior counties of Cal ifornia have an unlimited amount of printed matter setting forth the merits of their localities, and of fices in the part of the city that most new arrivals frequent. These disadvantages under which I have been laboring have almost entirely discouraged me, and my endeavors of late have mostlv been in the interest of the Northern Pacifio railroad company, by whom I am at present employed as their San Francisco passenger agent. If, howdVor, I were furnished with a liberal supply of the right kind of printed matter about Oregon, 1 am satisfied that I could not only do better for the railroad, but also for the interests of the entire state. People who should take this mat ter in hand suppose, in all proba bility, that because I have been engaged in soliciting immigration for so long a period that I ought to make my tongue do service as a pamphlot; but tnis is impossiDie where hundreds of people must be told the same story as many tunes; I am quite satisfied that is this de ficiency was supplied me I could make my labors tell for Oregon in increased immigration. It is a small matter I ask, but yet no one apparently has sufficient interest in the matter to furnish it." Mr. Shepherd stated further that he was principally engaged in try ing to induce eastern excursionists now in this city, to return br the Northern Pacifio route. In this he has been fairly successful. 'As many as fifteen to twenty now leave by each steamer every five days. This number he hopes to increase materially in two months, when he expects to secure about 30 per cent, of the excursionists (who return east, for the Northern Pacific. There are also from hfty to sixty immigrants, that is, peo ple who intend to settle in Oregon and Washington territory, go up by each steamer. He stated that with the facilities he now lacks, he could increase this class of pas sengers to 200 each steamer. Or egonian, 18r' c v OREGOjX, SATURDAY, Bread Baked by Boiling. 1 A writer in writer a housekeeping journal says "Bread can be boiled instead of bakinp- it, and with fariess heating of the range. Those who have tried the new method consider it to be quite sat isfactory. Tt consists mainly in steaming the dough instead of cooking it in the oven. It is claimed that this is a great inven tion, as it saves the time and ex perience necessary to get the oven to the right heat for baking, which has always proved the great ob stacle to baking at home. The utinsils required are simply these: First, a tin mould, or camp kettle, in which the dough is placed after it has been mixed with the usual ingredients water, yeast, sugar and salt and secondly, a larger tin saucepan, into which the mold fits. The water in the outer saucepan is allowed to boil around the tin mold for two or three hours, the lids of both utensils being kept closely down, and at the end of that time the loaf may be turned out. It will be found firm, solid and pliable, with all the qualities of good bread." Chehalis county has mail diffi culties as well as other places. The sub-contractor on the route between Montesano and Olympia threw up the job the other day and skipped for. parts unknown, leaving tho mail without a carrier.
