It begins to look now as though next year's Republican presiden tial nomination la between Blaine and Sherman, and the Democratic presidential nomination between Cleveland and Hill. The effect of the failure of the deficiency bill will be more serious than isgenrally believed, inasmuch as it contained provisions for sup plying pressing demands for pos tal cards, stamps, and other items connected with the postal service, the denial of which will, it is ex pected, seriously embarrass the department and the public. The legal machinery of the government will also be materially disarranged during the remainder of the fiscal year, as no money will be available for jurors, witnesses or marshals' fees. IxJ.857 Macaulay, -writing of the American Republic, used these werds: "The day will come when, in the state of New York, a multitude of people, not one of whom has had more than half a breakfast, or expects to have more than half a dinner, will choose a legislature. Is it possible to doubt, what sort of a legislature will bo chosen? On one side is a states man preaching patience, respect for vested rights, strict observance of public faith; on the other is a demogogue, canting about the tyr anny of capitalists and usurers, and asking why anybody should be permitted to drink champagne and to ride in carriages while thousands of honest folks are in want of necessaries. Which of the two candidates is likely to be preferred by the workingman woh hears his children crying for more bread; I seriously apprehend that you will, in. some such seasons of .adversity as I have described, do things which will prevent prosper ity from returning. Either some Ciesar or Napoleon will seize the reins of government with a strong hand, or your republic will be as fearfully plundered and laid waste by barbarians in the twentieth cen tury as the Roman empire was in the fifth, with this difference, that Huns and Vandals will have been engendered within your own coun try and by your own institutions." Editoh Asterian: I wish to state a few facts in relation to my arrest spoken of in your paper of the 15th, as I think there is more or less spite work in the matter and as the city paj's the expenses on one side and Welch on tho other, certain parties can have a little cheap notoriety with out cost to themselves. In the first place the improvement is in front of property in litigation and I only claim one fourth interest in said property. Last year I had it repaired at the re quest of the street committee, for which 1 had to pay the whole amount out of my own pocket. This kind of work 1 have been doing for some years in nearly ail matters where 1 am interested and my purse has got tired and depleted and 1 nave made up my mind not to do so any more as it is not a paying invest ment. 1 informed our most efficient street commisioner when he notified me to repair said street how the property stood, and told him afterward in presence of Mr. Bergman that if lie, .Mr. Logan, would go and make the re pair that 1 would pay for one fourth of it whether it was done legally or not. But I would prefer that the city would order it done according to law as the charter provides and sell the property for the improvement and I would buy it so I could get my money back. I will also say that in my opinion that com pelling the owners along said street to keep it in repair is wrong as it is a thouroughfare that benefits every busi ness man in the city, more than it does the owners of the property, as they can't lease or improve the property so that it will pay ttie taxes. The city im proved part ot Main street which is no benefit compared to Hemlock to the business community of the city, and there is no just reason why they should not do the same on this street. .Now we all know that there is but one street leading to Upper Astoria over which every body travels, yet the property owners are expected to keep this street in repair. The charter provides in charter 8, Sec. 97 that if the council thinks proper it can order by ordinance any particular repairs made at the ex pense of the city. When it is considered that this street is used more than any other street in the city and consequently the most expensive to keep in repair would it not be just for the ciiy to pay part of the expense. Again I deny the powers of the council to provide for the arrest of a party for failing to make repairs. The only remedy the city has is to pass an ordinance assessing the cost agaiust the property and then if the money is not paid, sell the prop erty. But in my case, tho first time in the history or the city, I think it was thought necessary to make an arrest for failing to pay a tax not that I had violated any law or been guilty of any wrong but because I had refused to payaninjust or illegal tax. This is probably the first time in the history of this state that a person has been ar retted for refusing to pay a tax. I claim to be a law abiding citizen and make the above remarks in justice.
