H Osgood has organized the Union athletic game association, the membership to be limited to 30, and the object being to promote athletic sports and good fellowship. In the police court yesterday, by the payment of So each, Ah Ging and Ah Gung, two aliens of Mongolian ancestry, learned that they couldn't carry poles on their shoulders on tho sidewalk while the street was in good condition. Seaside Lodge No. 12, A. O. U. W. have leased for five years the hand some lodge room in Pythian Castle building, which they will occupy hereafter jointly with Astor Lodge No. G. K. of P. The lodge will have its first meeting in its new quarters to-morrow evening at tho usual hour. The incorporation of tho Columbia Fire and Marine Insurance company, says the News, is creating no little stir among insurance men. The new company will not enter the compact which has kept up rates for the past three years. This action will destroy the combination, and a big cut and war in insurance rates is anticipated. A good many have heard of a ''wea sel skin" purso, and in Iowa and Missouri such purses are so common as to give the generic name of "wea sel skin" to all manner of receptacles for coin. CoL A. H. Stone; of Knap pa, has the first genuine weasel skin purse the writor has seen for a num ber of years. It is from the hide of a weasel that had been killing the colonel's ohickens, and whioh was finally caught. As some atonement for the rascal's misdeeds in life, his tanned hide is now made to hold United States gold and silver coin. , It was with tears in his eyes and a voice suffused with emotion that a prominent member of the Manza nita's force vesterday announced the death of "Sally," the little bear that with her antics and droll display of ursine fun, had so often beguiled the leisure of the Jlanzanitas crew. Poor Sally died of indigestion as tho clock struck one yetreen. Her play mate, a high bred King Charles span iel, keenly feels the loss. Yesterday afternoon he was standing on his hind legs and wiping tho tears out of his eyes with his fore paws in remem brance of tho happy hours when ho capered lightly on tho deck, and poor Sally climbed in glee the ratlines and stood on her head in tho rigging. There's a good deal of human na ture in some folks, and a good place to see it is in a justice court, which is always in session and open to all who "have a grievance. Every day come complaints of various degree, and the problem for the magistrate often is to decide whether he shall entertain the complaint or dismiss it.' The latest to fall under the notice of the reporter is a case wherein ahog,the property of David Wilson, was shot, said shooting occurring on the 1st inst The first action was the arrest of M. Olsonick, J. Mattson and Chas. Wilson. They were examined and discharged. Then D. Currants, Jos. Sinnett and H. Newman were ar rested and held in the sum of 100 each. By this time the wrath of the prosecutor was partially appeased, and a motion to dismiss by the state attorney was favorably entertained, all the oosts being paid by the prose cuting witness, who filed satisfaction. All parties were apparently satisfied, and at latest advices tho hog was still alive. J. O. Bozorth has just been appointed resident agent for the Imperial Fire In surance Company of England. In accordance with orders fro-n Washington, tho government launch Dispateh was aold at auction to-day. Th first bid was one thonsend dollars. She was final ly sold for 81,700 to Geo. T. Myers. Ho will U3Q her in connection with his fishery on the Columbia river. CANADIAN AFFAIRS. Ottawa, Mar. 3. It is stated that Sir John McDonald will soon resign the premiership to go to London as dominion high commissioner, if the tories will win in the election. It is expected that he will return as governor-general. The minister of cus toms is preparing a bill to be pre sented to .parliament, provided the American congress should pass the retaliatory measures bill, which will increase all duties on American im ports. CIIANjKD hands. New York, March 2.The Wilson steamship line has become the own er of the Monarch line. They ad vanced 130,000 to take the Lydian and Persiim Monarch out of trouble, and will hereafter operate the line. The Face. Tlie Interstate Commerce Law a Bar to Any Present Railroad Movement On the Part of tho Northern Pacific Railroad Co. A telegram was receivod from Gen. Adna Audorson yesterday that he would bo in the city in tho evening; from some misconstruction of the general's secretary it was understood that ho desired to meet and confer with the chamber of commerce and citizens on this (Friday) evening, and arrangements were made to that ef fect, but it was aftorwards learned that he could not remain over; ac cordingly the original arrangements were changed, and yesterday evening there was an informal gathering of the chamber of commerce and citi zens in the parlor of the Occident ho tel, to interchange views upon the matter of railroad construction, and especially, the extension of the North ern Pacific railroad from Hunter's point, G2 miles, along the south bank of the Columbia to this city. , There was no formality in the in terview, tho idea being, on the pirt of the representatives of the oity to see what a gentleman as high in the councils of the road as Gen. Ander son, thought of the feasibility of tho project. After introductions, etc., E. C. Hol den, secretary of the chamber, read some carefully prepared statistics, compiled ;frpm the records of the custom house and other official and reliable sources, setting forth the business of the city, its importance as a shipping and distributing point, the extent of its commerce, its im ports and exports, its foreign and overland freight, tho salmon, grain, lumber and other shipments, and at its close handed Gen. Anderson the written statistics, which though hastily made up and necessarily in cohiplete, made a very good showing. Vice-President Anderson, upon re ceiving tho papers, expressed his pleasure and partial surprise at the extent of tho business done and was equally complimentary in referenco to the genernl appearance of tho city. Before beginning the conversation Gen. Anderson said that in order to have an exact understanding of the position that circumstances placed his company in, it was necessary for him to say that the inter-state com merce law recently passed by congress and signed by the president, placed it out of tho question for his com pany to contemplate the further ex tension of thoir lines; that that law stopped their intentions entirely, as far as further building was concerned, and that until its clauses and sections were interpreted by the to-be-appointed railroad commissioners it was a problem as to what would bo required of the railroads of tho coun try. At present it looked as if the burden would fall heaviest on the people west of the Eocky mountains. Of course this was a damper to the assembled company, it being evident that no amount of favorable showing, possible or posive business or finan cial . inducement would have any weight until the all-embracing ques tion of the effect of the beautiful law that our Oregon legislature so heart ily endorsed and commended, waB first interpreted. In the conversation that followed, Gen. Anderson, as is his wont, was frank and candid, and gave ready an swer to the numerous inqniries that were addressed to him. The main point brought out was that no railroad will bo built by I he Northern Pacific railroad Co. to As toria unless the provisions and prac tical text of the iuterstato commerce law should prove to bo considerably more favorable than he or others be lievo it can bo made to appear. Sweeney yester day commenced proceedings m the state circuit court to recover 670 from McLeod & Co., who own a fish wheel at Celilo. Sweeney alleges that in December, 18S6, defendant engaged him to lobby during the session of the legislature, to prove to the satisfaction of the legislators that the employment of fish wheels was not detrimental to tho fishing inter ests. Sweeney alleges that he suc ceeded in heading off hostilo legisla tion. In doing so he paid out 200 in expenses, $40 in procuring infor mation, and wants $200 a month for his services. Salhonhaon, aged 28 years, who lives at Astoria, was seized with a fit while riding in an express wagon on West Park and B streets yesterday afternoon, and fell to the street.
