The presiding officer presented a mes sage from the president vetoing1 the senate bill for the erection of a public building at Lafayette, In diana. Hoar, from the committee on privileges and elections, reported back the credentials of senators Stockbridge, of Michigan, and Turpie, oi Indiana, together with the protest of the house of the In diana legislature in the latter case. It was moved that the report be placed on file and the committee be discharged from further consid eration. So ordered. The naval appropriation bill was read the second time and referred to the committee on appropriations. Morgan offered a resolution in structing the commissioner of Indian affairs to examine into the condition of the Indian tr'.bes along the northern border cf tho United States, especially' into the White Earth reservation in Minnesota, ard investigate the condition of the Indian agency. Adopted. The ssnate then passed fifty seven pension bills in twenty-five minutes HOUSE. . The house met at ten o'clock in continuance of Monday's session. On motion of Belmont, the senate amendment to the diplomatic and consular appointment bills were non-concurred in and a conference ordered. The bill making appropriations for the payment of Mexican pen sioners, was taken up and passed. It appropriates $2,300,000 for the remainder of the current fiscal year, and $1,000,000 for thp next fiscal year. Payson submitted the confer ence report on the bill restricting to American citizens ownehip of real estate in tlp territories. Agreed. Willis 'presented a conference report on the river and harbor bill, and on demand of .Anderson, of Kansas, the bill was read in ex tenso, consuming over an hour. The report states that the senate had increased the items in the house bill by a sum aggregating 2,100,000. This was reduced bv the conference to $1,598,580. The senate added twenty-nine new items, aggregating $1,013,000. This was reduced in conference to SS57,500. The total of the orig inal house bill was 7,4o9,2o0. The total of the bill as passed by the senate was 10,020,50. As it comes from the conference it is $991,900 less. The conference on the report on the river and harbor bill was then agreed to. Ayes 177, nays S9. Peel, of Arkansas, submitted a conference report on the 'Indian appropriation bill. .Agreed to. Burns, of Missouri, moved to suspend the rules and pass the de ficiency appropriation Will An other hour was consumed in read ing this measure. Cannon, of Illinois, said if the bill was up for consideration in the ordinary way he would move to recommit it. Ir was not before the house upon a report that was either proper or 'courteous to the minority committee. Yesterday for the first time he saw the re port. It had never been submitted to the committee, but if it ema nated from an' person but the gentleman from Missouri (Burns), he was ignorant of that fact. The bili appropriated about $3,000,000. and in the main he concurred in the recommendations. It was con spicuous for what was not in it. 0T OXLY THE NATIONAL DISEASE BUT 3IANY OTHERS. Appropriations Por the Nortlvwest. Washington, March 1. The river and harbor bill, as agreed to by the conference committees, which agreement was to day rati fied by both branches of congress, reduces the appropriations as passed by the senate, as follews: Mouth of the Columbia, from $300,000 to S225,000. Lower Willamette and Colum bia, from $80,000 to $50,000, of which 5,000 is to be expended in front of Portland. Cascades, from $150,000 to $125,000. Yaquina, from $80,000 to $?0 000. Other appropriations for rivers and harbors in Oregon and Wash ington remain as hercioforo given. In the provision for examination and surveys of the Columbia at the Dalles the words "boat rail way" were stricken out, the thought presumably being that it slioulu be left to the judgment of the en gineers to report on the most prac ticable plan for overcoming the obstructions," without having a specific plan named first by con gress. The section allows sufficient latitude for a recommendation for a boat railway, if th'is plan bhall be deemed by the engineers best. Provision is made i for a survey of the mouths ofthefCceur d'Alene and St. Joseph rivers in Idaho. As now passed by congress, tho total of Oregon appropriations, including the Columbia river, is $540,000, or within less than $59, of last year's appropriation. The net increase is S175.000 over the bill as passed by the house. It is worthy of remark that not siifce 18S1 has a river and harbor bill passed at a short session of eon grcc. Oregon ia?i Special.
