Neither will Russia engage in war v.Sgildsti Austria or England. For the present, the Bulgarian question recedes in the background, and the possibility of a Franco-German :&r4eeomes.th.e .paxamount ques tion. Russia- wishes .to-reraain. free in order that if a Franco-German war should break out, to prevent Germany from annihilating France and upsetdhg the European equi librium. Thus, without conclud ing any alliance with France, Rus sia will arrange so that the events .of 1870 shall not recur. This tim Germany will have to guard her eastern frontier with troops, and will not be allowed to destroy -France. Russia's eyes are fixed o the Rhine. This article and the last sentiment create a great sensation throughout Europe. TnE aggregate increase to the naval appropriation bill by the sen ate committee on appropriations is between $20,000,000 and $22,000, 000, but inasmuch as the largest expenditure covers a period of five years, it is estimated that the additional appropriation for the next fiscal year will not exceed 66,000,000, which will raise the ag gregate expenditure for the year to between 831,000,000 and $32, 000,600. The senate committee strikes out the house provision of $2,740,000" for two steel cruisers, and substitutes an appropriation of $9,000,000 for six protected steel cruisers, and $1,200,000 to pay premiums for extra speed of the same. It also appropriates ' $2,8SO,000 for armament of these vessels. An appropriation of $G, 000,000 is made for the construc tion" of heavily armed vessels, float ing "batteries and rams, and of $2, 000,000 for their armament. Eight hundred thousand is appropriated for the construction of light draft $ gunboats, - -$.720,000 for torpedo boats, $600,000 for torpedo and torpedo appliances, $112,000 for the purchase of the Destroyer, and $10j000for her care and operation.
