The speaker laid before the house a letter from the secretarj of the treasury, submitting esti mates of appropriations to meet the expendtture3 required by the Mexican pension bill; referred. The secretary estimates that 4, 633,104 will be required for the first yearly payment of pensions, aud asks for the appropriation of $257,000 for an increased clerical force. Bragg, of "Wisconsin, submitted a conference report upon the array appropriation bill, and it " was agreed to. Payson, of Illinois, from the committee on public lands, re potted back the resolution request ing the secretary of the interior to procure the opinion of the attorney-general whether any further legislation is necessary to prevent unlawful fencing of public lands; adopted. After a strucrffle for orecedence between the plcuro pneumonia bill and the river and harbor ap propriation bill, the latter proved successful, and the house went in to committee of the whole on that measure.
