A quarrel j started oyer the Oregon Railway & Navigation company grows in stead of diminishing. In Mon day's papers Brayton Ives explained- that he was not authority for the PosVs statement that the company had not earned dividends for years, but said it was based on statements signed by a director of the Northern Pacific, in which he claimed he found proof in Presi dent Smith's own reports that the Oregon Railway & Navigation company had not earned dividends for some years. He said this di rector is a personal friend of Smith, owns 20,000 shares, and his statement did much toward influ encing the directors of the North ern Pacific not to join the Union Pacific in leasing the Oregon Rail way & Navigation line. To-day the statement referred to, which is signed by J. A. Brock man, is printed as an advertise ment, together with a review of it by President Smith. Brockman, who examined the Oregon railway & Navigation reports of 1881 to 1886, both inclusive, says that an examination of the reports shows that the statements made in them are misleading and incorrect. Pres ident Smith analyzes Brockman's statement, and says that in nearly every instance the facts are either misstated, garbled or assumed to bo wrong on evidences of things unseen, without seemingly consid ering the matter worth even a su perficial examination, which would havo afforded positive information. The accounts and books of this company were offered for examin ation before this report was made, and assurance was given that all questions relating to the. property, its earnings, conditions of construc tion, or financial condition, would be answered, and any explanation or details given- that-w ould ben-e-quired. No such questions were aslced, although many of the in accuracies in the report could haveJ been corrected by such questions. Philadelphia, Jan. 25. The Press says: Indirectly the failure of the Union Pacific to get what it demanded from the government is very damaging to the Oregon Railway & Navigation and the Oregon & Transcontinental com panies. The Navigation company lately concluded, or pretended tu conclude a lease with the Union Pacific, by which the stork of the Oregon company was guaranteed 6 per cent, premium. It is doubt ful if either company had legal power to enter into the lease. The Union Pacific certainly did not. The intention was to draw the Northern Pacific into the con tract, but that company definitely refused last month to have any thing to du with it. Under pres ent circumstances the guarantee of Navigation stock is worthless. INFLASCSIATION OF THE klD. NKYS. Hon. Edward A. Washington, Jan. 25. The" senate to-day considered the pro posed amendment to the constitu tion giving suffrage to women, and it rejected it by a vote of yeas 15, nays &4. Farwell, senator elect from Illi nois, had the oath of office admin istered, and took the seat usuallv 'occupied by senator Cullom. The latter took that of the late senator Logan. Dawes, from the conference committee, reported a bill to pro vide for the alh tment of lands in severalty to Indians on various reservations, and to extend pro tection by the laws of the Uuited States and territories over In diaus. Dolph inquired whether the lim it of twenty-five years fixed as the time before which the lands owned by Indians could be alien ated had been reduced. Dawes replied that the time lim iting the power of alienation was not reduced. On the contraay, tho president was authorized to extend the limit in particular cases as soon as an individual Indian took up his allotment he was to havo a patent, whHi was to be hole twenty-five years, at the end of which time he was to get a pat ent iu full. After further explan ation the conference report was agreed to. Senator Allison presented a conference report on the army ap propriation bill. He stated that the total arnount appropriated was 23,724,718 Dawes said tho con ference committee on the fortifica tions bill were unable to agree. He was not certain that it would he proper for him to state what tho differences were.
