Dolpb, from the committee on coast de - fenses, reported as an amendment to be offered, an item appropriat ing 5,000,000 for the construction of fortifications and other works of defense. Ordered printed. On motion of Tnrralls the senate bill to amend section 3,749 of the revised statutes, in regard to rent ing and selling government prop erty was taken up. The senate at 1:15 o'clock re sumed consideration of the inter state commerce bill and was ad dressed by Call. lie declared his concurrence in the great objects of public policy which were sought to be carried into effect by the original bill by the conference re port. Ingalls expressed a. hope that nullum would not insist on a vote to-day. The action of the senate has developed in the press and other organ;? of public opinion a fin linfr of intense interest, which he regarded as profitable to those engaged u: the consideration of the subject. Call referred to the fact stated in the work of the nool that the capitalization of the railroads in l his country exceeds their cost ;hree billion dollars. The rates charged for transportation pay the inter est and dividends, and it is a fictitious and pretended capital. The' are now paying an annual tax on 300,000,000 fictitious capital. He could see nothing in that if it was permitted to continue but ruin to this republic. No regula tion of an inter-state nature should be made that permitted such an enormous annual tax. Did the conference report propose to rem edy this evil? It did not. On the contrary, it implicitly licensed it, by failing to provide any remedy. The reasonable rates sought to he. established by the bills should be reasonable rates calculated on tho amounts actually invested in the construction and operation of rail roads. If that is not to be done the bill will bo futile. He was in favor of going much farther than the bill went. He would, howev er, vote, pending the bill, but re garded it as no remedy for the existing evils, and no triumph An those who desire to see inter si ;tt commerce regulated. Brown made argument in oj.po sition to the bill. It is likely the vote will be taken to-morrow. iue senate in executive session considered at length the extradi tion treaty with Great Britain. The "debate lasted nearly two hours and touched upon every phase of our relations with En gland, social and commercial. Lord Iddes leigh died suddently this after noon. He was attacked by illness while descending the stairs of Lord Salisbury's residence and died twenty minutes later of syn cope. He has been troubled with heart disease for some years. Nevada's Senator. Cakson, Nov., Jan. 12. Will Ham M. Washington-, Jan. 11. In the 'senate to-day Senator Dolph se- cured the floor and submitted lengthy and forcible remarks on his resolution looking to the estab lishment of a boat railway at The Dalles. After referring to the size of the Columbia, the com merce thereon, the area drained thereby, the population along its tributaries, and the srreat need of an unobstructed river, he spoke of the works necessary to remove such obstructions. He said the improvement at The Dalles should have been commenced at the same time as that at the Cas cades. He regarded a boat rail way, based on the reports of the engineer, as not visionary but entirely practicable. Never be fore in the history of the government has there been such an auspicious' time for beginning such an experiment, if this can be denominated an experiment. The country is at peace, is prosperous and the treasury is overflowing with a hoarded surplus. Ho had no apology to make for the earn estness and persistency with which he has ever pressed upon the at tention of the senate and the com merce committee the importance of improving the livers and har- bois of the northwest. lie char acterized the question of an unobstructed river as the all-absorbing one with the people living in the country tributary to the Columbia. They are interested in coast defenses, are not indiffer ent to the subject of tariff and finance, but the one transcending all others over that of party pol itics is the subject of an unob structed river, In that is involved the question of cheap transporta tion, which, when secured, means assured and permanent prosperity. Action on the resolution by the senate was not askedf as the Ore gon senators have concluded to seek to secure an appropriation for the boat railway in the river and harbor bill, subject to the approval of plans by the secretary of war.
