No. 1 by Weatherford To reg- j mate loreign corporations doing business in this state, and to de scribe the powers and duties of said corporations. It provides that foreign corporations must abide by our state laws, and not I bringsuits in the United States courts insieaa oi tne slate courts. No. 2, by Veatch To regulate J tne amount ot attorneys fees on written contracts and collections. No. 2, by Veatch An act to incorporate the town of Cottage Grove. No. 4, by Irvin To reduce legal interest to G and 8 per cent., S per cent, to be allowed bv con tract, and to repeal existing laws in conflct therewith. No. G, bv Hare Amend. nor section 37, title 4, chapter 4, of the miscellaneous laws, to read: "No action may be maintained against any of tho counties in this state, except on -written contract made by such county cornoration. and not otherwise, but an action may be maintained against other corporations." The idea of the amendment is that if a person be damaged by falling through a county bridce in bad repair or be otherwise injured through public negligence, he shall have to settle any claim for damages with the county commissioners and not in the courts. No. 7, by Dawson To Drevent bulls from running at large. No. S, by Cbamberlia To create a state board of charities. This bill is identical with that in troduced in the house by McLean. No. 9, by Wager To regulate the fourclosure of mortgages and the collection of taxes thereon. The bill provides that the mort gagee shall be responsible for the taxes until the taxes aredelinqent, when the mortgagor shall be liable, and if the mortgagor pay, the taxes so paid shall be considered a partial payment of his debt to the mortgagee, whether indorsed on the mortgage or not; :mo should the note fall into the han is of innocent purchasers such pig ment of taxes by the mortgagor shall still be held to be- part pay ment of the indebtedness. It aiso provides that all agreements of mortgagors to pay taxes shall be null and void, and no suit to fore close a mortgage in any court in this state shall be maintained until the taxes shall have been paid. No. 10, by Lee Reimbursinir Douglas, Washington, Yamhill, Clackamas, Umatilla and Linn counties for delinquent taxes for 1883 and 1884, assessed on mort gages, -which taxes were naid into the.state treasury and not collected oy tne counties. A Reapportionment Bill A reapportionment bill, made on the basis of Domilation. as shown by the last June election and assumed to be 243,418, divides the state into senatorial and rep resentative districts, on the basis of 8,114 population for the former and 4,057 for the latter, introduced in the legislature on the 11th. It provides for representation .as follews: Senators Coos and Curry counties 1, Benton 1, Polk 1, Yamhill 1, Washington 1, Clatsop 1, Columbia and Tillamook 1, Multnomah o, Clackamas 1. Marion 2, Linn 2, Lane 1, Douglas 1, Josephine 1, Jackson 1, Klam ath and Lake 1, Crook and Gilli am 1, Wasco 1, Umatilla 1, Mor row 1, Union 2. Baker I and Grant 1. The apportionment of represen tatives is as follews: Coos and Curry 2, Benton 2, Polk 2, Yam hill 3, Washington. 3, Clatsop 2, Columbia and Tillamook 1, Mult nomah 10, Clackamas 3, Marion 4, Linn 3, Lane 3.
