Thompson's pres ent visit to the East that doe3 not seem to us in consonance with the dignity of his alleged mission. It is the statement that he intends "looking around New York and Philadelphia to see what two tugs can be purchased for." Of course Mr. Thompson nasa perfect right to do that, and his. friends nave a perfect right to suggest it, but it doesn't look exactly politic to give it such publicity as have the Stand ard and Oregonian. A good many people in Portland think that there is water enough, on the bar now, that all that is wanted is more tugs; that is a question that we will say nothing about at present; but it is pretty generally believed that Mr. Thompson has gone on to "Washington to do what he can to make plain the necessity for an appropriation for improving the Columbia river and the mouth of the Columbia river. Should Mr. Thompson, in appearing before any committee, be asked if ho be lieved that all that was needed was more tugs and that there was enough water on the bar if the tug service wore only sufficient; the fact that he was negotiating for the purchase of tugs while advo cating the necessity of bar im provements would militate against any answer he might make in the negative. Of course this is on the assumption that Mr. Thompson is going' to trv to have the an propriation which will undoubtedly be made apply to the bar as well as the lower Columbia; of course Mr. Thompson would not try to use his influence nor anv ono else's to have the appropriation made for the channel alone and ignore the greatest need, the improve . ment of the entrance; ol course Mr. Thompson means "to do what is right" in the matter, but yet it will be a little awkward even for Mr. Thompson, if it is noised around in the room of the Com mittee on Commerce that the ad iMte sent on by Portland to advance all efiuA frr the improve ment of the Columbia river and the bar was also acting as ad vance agent of a company who intend to purchase tugs for towing over said bar. It might seem a trifle inconsistent and tend to de feat the broad and lofty bchcnie intended. The crushing logic that the Oregonian may see fit to use iu reply that Portland furnished . the coin, and, therefore, if Portland is satisfied all right minded people should be, will not be wholly satis factory to others who have an interest in the irons in the fire and don't want to see them burned. Av exchange thinks that the printer's trade is not nearly so good as some others; probably, but comparatively few persons now learn that trade in more than out of its departments. If one pernoi) had to learn all -there is in it, as in the days of the earlier members of the craft, it would be tho most difficult of all trades, and require a higher order of ability than auy other mechanical pursuit. To some extent the principle applies in all occupations. There is probably no structure more complicated, and requiring a higher degree of mechanical skill in its construction than an-iron steamship. But near ly all the work is done by -unskilled laborers. There are hundreds ot different operations, and to learn either one of them requires but little time; by combining them all the finished result is obtained. NEW ADVERTISE3EENT3. V al i "S Recently on the trial of a man for burglary in a northern Califor nia county, the judge charged the jury that the possession of stolen property was a strong circum stance tending to show guilt. The man was convicted, and on appeal gets a new trial by the State Su preme Court, on the sustained demur that the possession cf stolen property is a circumstance only, the jury to be sole determining power whether it be strong or weak.- The judge's placing of tho word'strong"in his charge gives the culprit another chance. There would be fewer reversals and less defeat of justice if charges were curtailed or omitted, and jurors permitted to pass upon points that by reason of their supposed in telligence they are cognizant of. AND THE WinSS, LipOVS, BtaCCOSCipslSan Francisco Chemical ASTOKIA, OREGON DEMXIt IX Speaking of Japanese etiquette, a traveler from Japan says, that though the prescriptions, of Ja panese etiquette aie many, and even onerous at times, it is not in .these formalities that tho much-talked-of Japanese courtesy essen tially consists, but in the modest self-restraint of demeanor, the promptness to oblige, the nnslccp ins'carp to avoid whatever might by any,possibility annoy or offend and the peculiar gentleness of tone and manner which render the Japanese, whatever his rank or position may be, so truly a model "gentlo" man in the proper and authentic sonse of the word. The ex-premier of Canada, Sir John McDonald, made :i speech recently, in which he said that in dependence for that country was a farce, and that it must either re main a part of the British system or of the American system. He emphasized this declaration by a reference to the relation which Belgium and Holland sustain to the European systm, and that of Mexico to tho American system. There is little doubt that this con clusion is the obvious and intelli gent one. There is no reason why, with all the advantages of self-government, Canada should desire to sever her connection with tho British Government, and equally there is no reason either in the United States or Canada why the latter should be annexed to the former. .The domain of this country is now quite as ex tensive as is consistent with safety; neither is there that common pride in their history and surround ings which will serve to unite the two countries in bonds of sympa thy which are necessary, if tbey are to become one. Each has a good work to do in the solution of problems common to both, to which different keys may be ap plied, and may well be permitted to continue the task. In the course of Supt. Powell's remarks last Friday evening, we were glad to learn that Oregon stands high on the list of states rated for tho minimum of illiter acy, no stated tnat tne last com pilation of educational statistics to hand showed that but three and eight hundredths per cent of Ore gon's population were unable to read or write. The state standing first on the list is Iowa, which has but one and 'three quarters per cent of her inhabitants devoid of the rudiments of education.
