With the takinp effect of an act passed bv the last legislature, everybody must iiereaiter pay taxes, and there will be no longer any such distinction as tax payers and non taxpayers. All in future will be qualified to vote at school elec tions, or ioin the taxpayers league, and there will be no such thing as a man being excused from jury duty because he is not a taxpayer. It will not be possible to make a change against a man running for public office that his name does not appear on the tax roll says the Oregonian. If the new law is carried out, and there is no reason why it will not be done, the names of ail persons, except minors, paupers and Indians, must ap pear on the tax roll. It will be a perfect encyclopedia of information. Under the statute concerning exemp tions as amended all personal property is subject to taxation. Nothing is ex empt. Even a man's dog, which ac cording to law, ia personal property, can be assessed. Wearing apparel, ball gowns and dress suits are no longer passed by ; bicycles can be taxed as well a9 licensed ; bootblack stands can be taxed, barbershops, surgeons' instru ments, piivate automobiles, a horse and buggy, express wagons, books, pictures, musical instruments, watches, jewelry, typewriters owned by individuals in fact the new law does not omit any thing. This change of conditions was brought about bv the passnge of a bill which cuts out the following sections from the statute concerning tax exemptions previously in force : "The perecnal property of all persons, who by reason of infirmity, age or poverty may, in the opinion of the assesson, be unable to contribute to wards the public charges. Evermann, of the United States Fish Commission, will sail from Tuget Sound onthe fish commission steamer Albatross to make a tour of the fishing grounds of Alaska with an intention of studying the upecies and habits of the fish in habiting the Noithern waters.
