Those new forms are number "R" !0. and B 4-021. They will take the place of the old forms and are under the new regulations relative to the filing and acceptance of water right applications of Juno 16th, 1911, from the department of the Interior. They are intended for the use of holders of lands In private ownership, and entrymen whoso entries were made prior to the withdrawal of the lanll with reclamation projects, ( in entering into contracts with the United States government, for the purchase of a wnter right. Must Make Affidavit. These new forms are somewhat different from the eld forms that have been used in the past. It has an "Oath of Disinterestedness" which will have to be taken by the register at La Grande. Also another change from the old form of water right ap plication there Is added. "The con tract must be duly recorded in the records of the county in which the lands are situated, and therefore you will immediately, upon execution of the contract, return the second origi nal copy to the applicant and re quire him to have the water appli cation duly recorded at his own ex pense and return same to the La Grande office at once. Thirty days Is given for this, in default of which the contract will he cancelled with out further notice thereof." In Duplicate. These water applications also must be mado in duplicate, both of which will be sent to La Grande office after the project engineer has certified to same, one to be returned to the ap plicant after the register has affixed his signature. The applicant then must have same recorded at Pendle ton and returned to the La Grande land office. This new form will take effect at once, according to instruc tions from the register at La Grande, and the secretary of the association has received instructions to that effect. Seeking to please her two little charges, Olga and Edward Heneke, 566 Stratford place, who asked her to get them a dangling electric liglt wire which spitting glittering colored sparks, Miss Fannie Wakeths, the children's gov erness, laughingly took hold of the glowing copper tip and was struck dead by the 2500 volts of electricity which passed through her body. The stories of persons who saw the kill ing of George Barnes, pioneer Ore gon attorney and one of the early settlers of Prlnevlllo, by George An derson, indicate that Barnes was the aggressor in the quarrel, the last of several the men had had In the course of the day, that resulted in his death. So strong was this evidence that at the preliminary hearing of Ander son before Justice of the Peace Aus tin, manslaughter and not murder was the charge brought against the slayer of the attorney. After the hearing Justice Austin held Ander son under $2500 bonds to appear be fore the grand Jury in November. Anderson Secures Revolver. At the hearing today eye-witnesses told that the men had been sep arated by the sheriff half an hour before the shooting. Anderson then! went to a place where he had a re-1 volver concealed and put it in his j pocket, fifterward walking up the : street to the drug store of W. C. j Thompson. There he began to talk i with the proprietor and Volney Of-: fleer in front of the building. Barnes Is said to have called him a liar and struck him In the face, knocking him off the sidewalk. Anderson picked him self up and began to back away, when Barnes struck him again. An derson still tried to retreat, but as Barnes started for him again he drew a gun from his 1iip pocket and level ling It at Barnes cried to him to stop. When Barnes who was a man cC iron nerve paid no hood and contin ued to advance threateningly.
