Graves, Chief Forester De clares Great Annual Destruction of Timer and Lows of Life Is Inexcus able More Preventive Care Is Needed. Forest fires, their destructiveness, cause and prevention, are discussed In the annual report of Henry S. Graves, chief forester. He says that in the organization and administration of the national forests the most im portant consideration is their pro tection from fire "In forest fully organized with adequate means of transportation and communication and a sufficient force of rangers and guards, the risk from f;re is small," he said. "In foreign countries in which forests are so or ganized, the risk is so small that the forest are insured at a moderate rate." Mr. Graves says that 84 per cent of the fires in 1909 were due to the "lack of preventive care on the part of the users of the forests and of the railroads traversing them." He says the railroads, realizing that forests fires are aeainst their own in terests have shown an admirable spir it in cooperating to prevent tnem. He suggests the railroads be required either to use efficient spark arresters or to burn oil. Four per cent of the fires for 1909 were from incendiarism and 12 per cent from lightning. "Incendiarism," he said, "can be stormed, nartlv through education of the public and partly through Increas ed watching of the forests, whicn win result in the apprehension and pun ishment of incendiaries. The approximate total stand of tim ber in national forests, exclusive of Alaska, according to the report, la 530 billion feet. Though the stand of timber In the two national forests in Alaska is believed to be very large, not even a rough estimate can be made. "About 62 per cent of the total es timated stand on the national forests exclusive of Alaska Is In the three Pa cific coast states," says the report, "21 per cent in Idaho and Montana and 12 per cent In Arizona, Colora do and New Mexico. This leaves only five per cent elsewhere. In the order of their importance the five states rnnt:iininir the bulk of national forest timber are Oregon. California, Wash ington, , Idaho and Montana." The total cut of timber last year was 484.412.000 feet, an increase over the previous year of 26,773,000 feet. Of the former 379,616.000 feet was cut under sale and 104,796,000 feet under free use. The new scale of wages for em ployes on roads running out of Paris will go into effect tomorrow, which means that the men will draw a min imum salary of $1 a day.
