A number of other districts are making prepara tions to borrow money from the same source, nnd It seems that the state land board will bo able to put out con siderable money In Ibis way. The district whoso offers of bonds have been accepted arc District No. 1, In Clatsop county, which will Issuo bonds lo the amount of $35,000. and District No. , In Wasco county, which will issuo bonds to the amount or $3,So0. Th" loans will bo made at R per cent Interest The usual rate for mort Base loans Is fi per cent, but the I noarii does not find borrowers for the entire fund. The act of tho last legislature pro vided that whenever any school ills i trlct desired toralsomoney by Issuing bonds, It should be the duty of tho district to offer the bonds to tho stale land board at not less than G per cent luteivst. The board has the option on the bonds at that rate, and If the bonds are found lo be legally Issued, may purchase them. If the state land board declines to purchase the bonds the district may then sell them In the market at the best terms that can be had. It Is necessary that all the pro ceedings for the Issuance of bonds be legal anil In order to facilitate the work and secure comnllnnco with all i the requirements, the stale land j board has, with the assistance of the : attorney general, compiled full In ! slructlons and forms to bo used by scnool district olllcers In callluc lluvi- Ings. holding elections, and other pro ceedings Incident to the mnkltig of the loan. These Instructions w.ll be supplied to any district contemplat ing the Issuance of bonds.
