The book Is by long odds the best, or one of the best, of the kind ever published. It should be In the hands of every voter who desires to cast an Intelligent ballot. Mr. J. H. Mayor Bergman was elected on a non-partisan platform and as a non partisan candidate. He professes to believe that politics should be eliminat ed from city government. Yet he has made no appointment since his first election except of some known and avowed Democrat. Was the Astorian right when it said during the last cam paign that the so-caMed non-partisan movement was only a trick to confuse the mind of the voter and steal in a . Republican community the franchise of Republicans to put the rankest and most reckless partisan Democrats in city offices? The Honorable Mayor has now another chance to carry out the pretenses and pledges of his campaign and election. The vacancy in the po lice commission can be filled by the selection of some good Republican or non-partisan candidate. Let the coun cil, which is Republican by a good majority, hold the mayor to his ante election pledges. Let Republican mem bers of the council refuse to confirm any nomination made by the mayor to the police commission, unless the candidate he selects is a non-partisan If there be such an entity. Or, better still, let them decline to agree to any other nomination than that of a good Republican, to even up in some degree the multitude of Democratic office hol ders the non-partisan mayor has here tofore appointed. DEMOCRATIC HYPOCRISY. The contemptible hypocrisy of the Democratic cry of anti-imperialism is evidenced in the re cent eloctians in North Carolina. An other is added to the list of Democratic slates wherein white supremacy has been gained, by fraud and intimidation, and the constitutional rights of Amer ican citizens, both white and colored, denied by the most barefaced evasions of law. There are a few old-line Demo crats, such as Benjamin Tillman for an example, who are honest enough to con fess that the "consent of the govern ed" does not apply to the negro, and, by its actions, the party as a whole, from the time of IU organization, has continuously demonstrated that .Wllef in ways both lawful and unlawful. Yesterday's dispatch Indicate the method by which a majority of 30,000 was rolled up for the white Democracy. The negroes, as a general thing, re mained away from the polls, though some voted for the amendment" which deprived them of their constitutional privileges. It is an open secret that It is unsafe In Important elections for a negro to approach the polls without flourishing a Democratic ticket, and that the ballot-box Is often guarded by armed men, placed there for the sole purpose of Intimidating negroes who desire to vote. The provisions of these constitutional amendments w hich the Southern states have lately been adopting In their ef fort to legally thwart the purpose of the fifteenth amendment of the na tional constitution, are interesting and are too little understood by the coun try at large. Two states have adopted provisions requiring that the voter must be able to "read the constitution or understand it when read to him." When an illiterate negro presents him self, the Judges of election at once de clare him incapable of understanding anything, while the mental acumen of the Illiterate Democratic whites is nev er held In question. Such is the Democratic Interpreta tion of antt-lmperialism, the consent of the governed, and other principles which tbey find in the Declaration of Independence. But aside from the question of political rights, of which the candid Democrat will admit the negro has none, the indignities and outrages which the Southern Democrats mete out to their negro citiiens, about a million of whom are their own half bleached offspring, beggar description and are In striking contrast with the generous attitude ever shown to the ne gro by the Republican party. Without hypocrisy, with unceasing assiduity, the Republican party has been the support and defence of the weak and the oppressed of all ranks and conditions, from Its infancy, when it espoused the cause of the negro, to the hour when it set-the millions of Cu ba, Porto Rico and the Philippines free from the accursed tyranny of Spain. To it the sufferers from tyranny and injus tice have ever turned, and their cry has never fallen upon deaf ears. Its policy has been as far removed from the Democratic intolerance of negro rights and even Independent white opinion, as the sparking summits of Oregon's peaks of everlasting snow are from the depths of the deepest Australian coal-pits. To it can be safely entrusted the conduct of our relations with the Filipinos, and, when that misguided people shall have become aware of the Just and benevo lent designs of the American people, as represented by President McKlnley and the party in power, all friction will cease and a policy will be adopt ed In striking contrast with the high handed outrages perpetrated upon the American negro by the Democratic party.
