North Bend Charter. Editor Times: I hnd tho pleasuVe of being n mem ber of tho council of tho city of North Bond during .the timo tho prosont charter was being prepared and pnssed upon by tho people. Am as much or moro responsible for the 1 per cent gross earnings tax bolng la tho charter than any ono else. Havo always maintained that the council had no right to give away tho city's franchises without tho city getting something In return, and this is tho only reason I had for insisting on Its being In tho charter. I notice in ono Issue of your paper Mr. Simpson is nl loged to havo said some unscrupulous person was responsible, in another Mr. Westwood says some rude and unscrupulous person did It. This on my part was not done to lnjuro nnyr ono. But am willing to assume that mark of distinction for trying to look, after tho city's interest. GEO. D. MANDIGO.
