DIMMICK OF OREGON CITV, STANDS FOR THE DIRECT PRIMARY LAW HIS. CHANCES IMPROVED. Since the meeting of the Union Republican Club held In Portland Jast week, Judge Dlmlck's chances lor the Republican nomination for governor in the primary election liave been greatly strengthened among the Anti-Assembly people. All of the candidates for governor, including Dr. Withycombe and Prof. J. H. Ackerman, have endorsed the Assembly or convention plan of nomination, and Judge Dimick now stands as the only candidate who is in favor of the strict observance of the direct primary law in opposition to the Assembly or Convention. Mr. Dimick, recently, in a public speech, gave his reasons for opposing the Assembly plan as follows: "Under tho Convention system candidates who are generally nomi nated for state and county offices are but little acquainted with the voters, and the voters know nothing of their qualifications, while under the pri mary nomination law a candidate Is compelled to publicly define his pol itics and go out among the legal -voters and become acquainted with them, so that they may see tho man and judge for themselves as to his qualifications. "Prior to the adoption of the pri mary nomination law, the Republican liarty was engulfed in factional strife in every part of the state, and In nearly every county political fac tions controlled party nominations and in fact made political machines of tho courts, and ruled nearly every ofllclal elected to a political office, and by reason of that conduct the legal voters of tho state became con vinced that the welfare of their state demanded somo reform along those line's, so that men nominated and elected to ofllco would bo under obligations to tho legal voters, rath er than tho political faction who voro instrumental iiv securing their nomination for them. "SInco tho adoption of tho prima ry , law all of tho old factlonnl strife that existed in tho several counties in the state has died away, and tho political factions are no more; and tho men who prided themselves ns Tiolng dictators of conventions, and who ruled tho election of dolegates In tho country precincts aro placed on a level with tho othor legal votors and by renson of that condition of affairs tho Republican party In sev eral counties has olected a Inrger per centage of their candidates, than they over elected under tho old con vention systom. "Certain politicians inform us that It requires a political convention and a spirited contest In tho primaries In ordor to koop tho Republican party together, but I am convinced boyond reasonable doubt thnt tho mombors of a political party aro kopt to gether by roason of tho principal that tho party stands for rathor than an assombly or convention." Mr. Dlnilok wns born In Marlon County, Oregon, In 1SC0, and was admitted to tho bar by tho Supremo Court in Juno, 189C. Ho located at Oregon City in 189C, and in 1900 was elected Mayor of Oregon City and thereafter for four successive terms. He was elected Presidential Elector on the Republican ticket in 1904, and was elected County Judge of Clackamas county In 190G. M. Blake and entitled "An Act to .amend tho Chartor of Marshfleld, Coos County, Oregon, so the Council of Marshfleld ghall have power to grant franchises for street and other railway purposes without petition of the owners of property abutting upon the streets occupied thereby; but, subject to the right of tho Council la refer the Ordinances granting such franchises to a vote of the people of Marshfleld, Oregon, before they become operative and to the right of the people to demand the "Referendum" thereon as pro vided by law;- and, providing that such ordinances shall not become operative until Thirty Days after final passage," and WHEREAS at said election, 443 votes were cast for said measure, and 14S votes were cast against said measure, and WHEREAS the said measure was approved by a majority of those vot ing thereon; THEREFORE, If E. E. Straw, Mayor of the City of Marshfleld, by virtue of the power vested In me by law, do hereby declare and "proclaim said measure to be In full force and effect as an Amendment to the City Charter of the City of Marshfleld, Oregon, from and after the date of this proclamation, and WHEREAS, at tho said election aforesaid, there was submitted to the legal voters of the City of Marsh fleld, State of Oregon, for their ap proval or rejection an ordinance proposed by the Initiative petition of J. M. Blake and entitled "An Ordinance granting to J. M. Blake, his heirs and assigns, the right to build, -maintain and operate a railway system upon Front Street North, Front Street South, Broadway North, Broadway South, and Kruse Avenue East In Marshfleld, Coos County, Oregon, to be operated by electricity or other mechanical "pow er except steam, for the purpose of carrying passengers, express, bag gage, mail and freight, and requiring grantee to handle, haul and switch cars or trains of cars of railroads over his tracks at such uniform and regular rates and under reasonable regulations to be fixed by said City of Marshfleld," and WHEREAS, at said election afore said, 4C8 votes were cast In favor of said measure and 125 votes were cast against said measure, and WHEREAS, the said measure was approved by a majority of those vot ing thereon; NOW, THEREFORE, I. E. E.. Straw, Mayor of the City of Marsh fleld, Oregon, do declare and pro claim the said measure to be In full force and effect as .an Ordinance of tho City of Marshfleld, Oregon, from and after the date of this proclama tion.
