IT IS REFRESHING, strengthen ing, Inspiring to find a great educator boldly counseling grad uates of his university to go into the world full of faith and confidence In their fellow men, aud warning them that they should be as loath to be lieve an 111 word spoken of a nelgh hor as they would be to welcome ill words Bpolcen of themselves. What President Hadley of Yalo said In his baccalaureate address recently on "Faith. In Man" had oft en been said before-, but seldom, if ever, with greater clearness aud Nforce, or under circumstances more Impressive. The young men whom ho was addressing, It may bo presum i ?; wero wel' equipped In every other respect for tho struggle upon which tjioy were aboutito enter; 'the head of tho great educational institution which had Imparted knowledge to them with care and generosity In other respects felt that ono further, nnd Important, word of admonition was necessary to 'their welfare, and so ho said: "In order 'to accomplish anything great a man must have 'two sides to his goodness a personal side and n social side. He must be upright himself and ho must believe In the ood intentions and possibilities of others about him. We do not, I think, recognize the second of these things to nn equal degree. Wo do not appreciate how necessary It is for a man to believe In those about him just as far as ho can and to cooper ate with them just as fully as ho can. Yet this Is also a condition of leadership." President Hndley remarked that scholars have sometimes been re proached with a certain Indifference to tho feelings of their fellow men, says tho Christian Science Monitor. It has been said that their critical faculty has been more strongly devel oped than their constructive instinct; that what they have gained In breadth of vision has been outweigh ed by a loss of human sympathy and an access of cynicism. President Hadley appealed to the graduates of Ynlo to prove theso charges ground less nnd nt tho same tlnio to estab lish their right to take tho lead In tho political nnd social and spiritual development of their country, as well as In its mechanical and mate rial development. He recognized tho fact that they could not do this If they nro going to keep tholr ears and oyeo over open to tho faults and closed to tho virtues of tholr fellows; If hoy nro over ready to bollovo the Worst rather than demand tho best that can bo said of those with whom they must walk shouldor-to-shoulder through life. Not only tho graduntos of Yale but the men of tho nation In general would do woll to commit to memory those closing words of Presldont Hndley's address: 'To thp man who believes In his fellow' men, who has faith In his country, nnd to whom tho love of tho God whom he hath not seen is but an outgrowth of a lovo for his follow men whom ho hath seen, the opening years of tho twentieth century nro years of unrivaled promise." The text of the resolutions adopt ed at tho meeting Is given herewith: CITIZENS COMMISSION TO HE APPOINTED The Oregon-Idaho Development Congress in convention assembled at Burns hereby commend Governor Jas. H. Brady of Idaho, and Governor Geo. E. Chamberlain of Oregon, for naming a commission of seven prom inent citizens in each state who are authorized to find ways and means to further promote tho construction of railroads by the initiative of the people through districts to be organ ized in pursuit of legislative action that may be had in either or both of these sister states. We recommend that the respective commissions be requested to collect statistics and formulate a report to the governor of each state setting forth actual transportation condi tions, rates of tax, etc., upon all railroad property and inequalities If there be any in the assessment of such corporations compared to the assessment of private property. We endorse the splendid public slplrlt and disposition to help them selves manifested by the people of Coos Bay In undertaking a survey to find a feasible route over the coast range, and wo earnestly urge the communities on the proposed route to take Immediate action to secure permanent surveys by districts across the states sought to be devel oped. The time has come for the cities of Central Oregon and South ern Idaho to supplement agitation by working to secure actual location and right of way and join with the people of Coos Bay In the expenso necessary for the completion of such preliminary work either by joint action across tho two states or by districts. This congress wishes to especially commend to the people of tho two states the splendid support given to their fight to secure better transpor tation by such able dally newspapers ns the Capital-Journal of Salem, the Portland Journal of Portland, and the Dally Times of Marshfield and Bolso and the newspapers of Idaho and Oregon In general, which are hacking this struggle for develop ment.
