(By Associated Psess ; SACRAMENTO, Cal , Jan. 25. Assemblyman A. 51. Drew of Fresno, has introduced a substitute for his amendment to the bill recently pre sented and which was objected to on the ground that it discriminated against the Japanese in denying them the right to own land. The sub stitute does not contain the features deemed unwise by the national au thorities and is in accord with the suggestions made by Governor Gi! lett. It denies all aliens the right to own lands. Drew made an effort to withdraw his bill but failed. Drew has moved that it be referred to a select com mittee of one but was opposed by Johnson who moved to amend the motion by referring it to the Judi ciary Committee. Drew asked that the clerk send the bill back to Mm but the speaker would not permit its return.
