Portland .will have one of. thqrtnest harbors In the world, providing plans now being prepared for various Im provements In the Willamette river by Engineer J. B. C. Lockwood ot the Port of Portland, and harbormaster J, Spoler, meet with the approval of thp engineers of the United States War Department. Back of these men, It Is said, the Port of Portland Commission stands ready and willing to do anything within Its power to carry out the stupendous Imnrovo- ments suggested. It Is also proposed to cut a channel along the entire west shore of Swan Island for the purpose of straighten ing the river at that point. This will gjve a straight course of vessels com ing and going through the immense draw of the North Bank bridge across the Willamette. This will not only shorten the distance for vessels coming to Portland, but it will also eliminate the dangers w.hich lurk in the narrow, swift and crooked chan nel to the east of Swan Island, and will give all boats a straight cnurnn in which to pass through the draw of the bridge. Yoa- knm, Coos county dairy inspector, re turned today after having inspected thirty-six ranches In the vicinity of Myrtle Point and Catching Inlet. Generally she found the ranchers ready to comply With the new state laws, but a few were obstinate. Tho Prospect avenue property ownors will meet at the ofllce of Justice C. A. Pennock this evening to devise a suitable plan for improving tho thor oughfare. A preliminary plan has been devised and it Is bolieved that it will bo adopted. Tho plan is to grade only thirty-eight feet of thn sixty feet width of the street, then plank twenty-four of this for a road way, put In a gutter on each sldo of this a foot wide and then put In side walks on each side six feet wide.
