DELEGATE SPEAKS FOR U.S TittonI or Italy Thinks Assembly's Scope in Internal Problems Open to Discussion. GE.VEVA, Nov. 20. (By the Asso ciated Press.) Although the United btates is not represented by a dele Kate la the assembly of the league of nations, there is hardly a session in which the United States is not re ferred to. The United' States today had a volunteer spokesman on the speakers' stand In N. W. Rowell of Canada, who warned the assembly against any policy involving interfer ence in the internal affairs of any country. "Canada," said Mr. Rowell, "willl never consent to any such interfer ence," adding:: "You cannot expect the great coun try to the south of Canada to become & party to the league if there is any pretension that the league can inter fere in its internal affairs." TittonI Thlnka Question Open. Sigrnor Tittoni of Italy, replying, re gretted that the delegate took such a radical position on a subject he thought open to discussion. Today's session concluded the first stage of. the assembly's work. The asrenda now is in the hande of the committees, which are expected to re port early on questions susceptible of quick Bolution, so that the full session can act on these while com mittees continue their work. The armament committee began its labors today in open session. Chris tian Lange of Norway and Dr. Wel lington Koo of China gave a general sketch of the work. The former sug gested that the only measure that could be adopted to gauge limitations on armaments was the budget. Dr. Da Cunba of Brazil introduced a resolution providing that the manu facture of armament and munitions be limited to stp.te monopoly. Go Slow, Says Koo. Dr. Koo said it was necessary to go slowly to progress surely. He aid that the United States and Russia were not members of the league and that other countries which it would be necessary to consult are out of the league. The first formal step looking to ward the revision of the covenant of the league of nations was taken by the assembly of the league at to day's session. The Dutch minister of foreign affairs, H. A. Van Karnebeck, introduced a resolution for reconsid eration of article IS, having to do with the registration of treaties. An international military force, with an international staff, was pro posed by Senator Henri L.a Fontaine of the Belgian delegation. Senator La Fontaine had somewhat etartled the assembly by declaring that the world was not ready for dis armament. ' "It La necessary to say frankly to the people," he said, "that the time for disarmament has not yet come." He proposed that the armaments and armies be comprised in an inter national force, with an international staff, ready to be used "in the cause of right," in such a case as arose from the present situation of Armenia. QUARHEL IS HELD DISTANT Xiloycl George Says lie Believes in Getting What He Can. PARIS, Nov. 20. Differences be tween Great Britain and France do not' amount to a quarrel, and the views of these two nations have in no way prejudiced the alliance which held them together during the war, said Premier Lloyd George of Great Britain, in an interview at London yesterday with the correspondent of the Petit Parlsien. Mr. Lloyd George declared that, regarding reparations. England would stand "elbow to el bow" with France, but he insisted that the amount Germany will be called upon to pay should be fixed. "I will tell you exactly what I think, said Mr. Lloyd George. "It is very simple make Germany pay all she can. Yes, but how much'.' Have you a figure? I say the amount should be fixed. 1 was a lawyer before entering politics and when 1 confronted a debtor I had two courses to choose, either to enforce strictly the rights of my client and sell the debtor's house and furniture at the risk 01 getting nothing or next to nothing. or saying to him: iou owe so mwen. How much can you pay at once? How much In a year, or in ten years?" This latter method I found to be best and this I advise following In dealing with Germany. "I -have, I think." continued Mr. Lloyd George, "testified by acts, and not only by words, to my friendship and admiration for the French de mocracy. In return, the French people must not think I am become an enemy because I speak as a business man and as a realist." EX-EMPEROR SHORT CASH Charles or Austria Sends Secretary to Negotiate Finances. GENEVA, Nov. 20. Ex-Emperor Charles of Austria, according to dis patches from Prangins, where he is living, has sent his secretary. Cap tain Werkmann, to negotiate with the Austrian republic a financial ar rangement for the house of Hapsburg and an allowance for Charles, who is short of money. He is living simply with former Empress Zita, who has sold her jewels. Belief Is That All Principals in Big Theft Jiear Omaha Have Been Arrested. COUNCIL BLUFFS, la., Nov. 20. Formal mail robbery charges were filed in federal court this afternoon against the five men and one woman in custoay. Merl Phillips, Orville Phillips and Fred E. Poflenberger are charged with breaking, entering and robbing United States mall trains of regis tered mail. .Mr. and Mrs. T.'D. Daly and Hugh Reed are charged "with hiding stolen government property and aiding in the secretion of the stolen securities. Preliminary hearing wil probably be held in one week., A reduced force of federal officers today continued work for further evi dence in the mail robbery here last Saturday night in which it is esti mated that property valued at $3, 600,000 was stolen. Other officers who had been at work on the case began leaving for their home in other cities. One or two men. it was understood, are still sought as witnesses. Fed eral officers denied that they were looking for Keith Collins, a former army air service lieutenant. The of ficers reiterated their belief that they had arrested all the principals in the robbery and that the only thing that remained was to clear up what they referred to as "odds and ends" of the case. Iowa, and federal authorities pre pared to "send a man to tnal piace 10 make an investigation. Whether Col lins is wanted as a witness in the case is not known, as "federal authorities have not made clear just wnat con nection, if any. he had with the case. Some Loot Is Returned. Federal officials this afternoon in formed reporters at the federal build ing that they had received through the mail three diamond brooches which were a part of the loot of the Burlington train robbery. The state ment was made also that when Orville Phillips was arrested he turned over to the government two bonds, one issued by the City of Bordeaux, France. $100 denomination, and one $50 liberty bond. . , OMAHA, Nov. 20. Sheriff Hanson of Boone. Ia in a long distance tele phone conversation with the Omaha Bee shortly after , noon today stated that the last arrest that had been made in Boone was made two days ago. At that time a lone man was ar rested for stealing coal. When given the description of Lieutenant Keith Collins, 'he stated that he was not the man In custody. Mills Resume Operation. CENTRALIA, Wash., Nov. 20. (Spe cial.) The Mutual mill resumed op erations in Bucoda this week follow ing a shutdown for repairs.
