Mrs. Jennie Kemp reports to the state food administration that old and young1 everywhere Joined heartily in the good cause. The substance of the report of Mrs. Kemp, who is a Portland woman, and one of the food administration's loyal campaigners, is here given: As & result of an evening meeting at Amity the men of the audience began to lay plans for the return of all available white flour. They expressed the hope that Amity could gather a carload of flour for return. At Willamina several automobile loads of residents gathered at an open air meeting before the hotel. Keen In terest In the wheatless crusade was evi dent. The schools of Sheridan were visited and in the afternoon women of the town filled the Red Cross workroom to hear the message. The big meeting here was held in the theater in the evening, Mrs. Knickerbocker, chairman of the women's committee of the 'Council of Defense, presiding. More than 600 pupils of the schools of McMinnvlIle were addressed during Mrs. Kemp's stay there. The county tour closed at Lafayette, where keen interest in ways and means of serving the country through food conservation was displayed by the citizens. Camas "Woman Loses Hand. CAMAS. "Wash.. NEW FIRE LAW ORDERED PERSONAL LIABILITY FOR PRE VENTABLE BLAZES IS AIM. Ordinance to Be Drafted and Presented to Council Will Penalise Care lessness and Neglect. Following: conferences with members of the fire prevention committee. Acting Mayor Bigelow Instructed City Attorney LaRoche to draft an ordinance, which. If passed by the Council, will fix per sonal liability, for the 'cost of extin guishing a preventable fire and will fix individual responsibility for all con flagrations due to carelessness or neglect. The ordinance -will be similar to measures in force in Cleveland, New York and the state of Pennsylvania which art said to have resulted In a great reduction of loss through fire due to carelessness of Individuals. The proposed ordinance will affect all persons who refuse to obey orders Issued by the Fire Marshal to remove fire hazards. Should a person fail to comply with such an order and a fire follows on the property, the city will be empowered to collect a sum equiva lent to the cost of extinguishing the blaze. This cost will Include the wages of the firemen while working at the fire, a reasonable amount as rental for the use of the apparatus of the city and the cost of water and other ma terial used in putting out the fire, with an additional 10 per cent as an over head and roalntance charge. Damage resulting to property by virtue of carelessness or failure of an other property owner to obey the orders of the fire marshal will be assessed to the person responsible for the fire. This assessment can be collected by a civil suit in courts. Salem Church to Raise Flag. SALEM, Or., June 7. (Special.)
