Brutality on the part of policemen in handling drunken persons and others was placed under the ban yesterday by Mayor Albee. Orders forbidding rough treatment of persons, excepting in des perate cases, and then only to the ex tent absolutely necessary, were issued by the Mayor. "If one were to judge by appear ance," says the Mayor in his order, "a few of the men on the force seem to have forgotten that those with whom they are dealing are the earth's unfor tunates, and deserving, of sfime con sideration and absolutely fair treat ment. A drunken man is still a human being and to be pitied rather than mis treated. I do not minimize the. fact that there are desperate cases, requir ing firm handling, but I also know that a very large majority of the cases are not such, and brass buttons and a star do not, in any sense, give the wearer the privilege of abusing the rights of others, or the right to be in solent and overbearing. "I wish to drive home this fact that brutality and insolence positively will not be tolerated by this administration, and where proofs of such actions are convincing the offense will bring dras tic punishment to the offender. "Needless to say, this order is brought about through the actions of a very few on the force, and it must bo borne in mind that the actions of the few will bring more or less discredit on the en tire forco. Therefore, it is the duty of every man to see to it that he carries himself as becomes an officer and a gentleman." SUIT FILED BY DEFENDANT Attorney Asks for Accounting by ex Partner, Intimating: Irregularity. In addition to the answer to the suit brought against him by his ex-partner, John Ditchburn, for the collection of a $100 note, J. C. fownea has filed a new suit In which he asks for an ac counting between himself and Ditch burn. Ditchburn and Downes entered .into a law partnership in May, 1912, which partnership Mr. Downes saya was dis solved August 20, 1913, without an ac counting. ' Mr. Downes charges that Mr. Ditchburn is insolvent and that he is Informed that his ex-partner has dl verted to his own use $1376.65 money held in trust by the firm for Edgar . Railroad to Drain Land. KOSEBURii, Or., Nov. 11. (Special.) The Southern Pacific Railroad Com pany today began work on three drain age tunnels In Grecian b.end. near Yoncalia.
