Detectlv. Sergeant Baty was ap pointed captain of police by the Executive Board yesterday, his tenure of office to be SO days. This ac tion was taken because there are no eligible, for the position of, captain on the civil service rolls. It was therefore necessary to make an emer gency appointment as a result of the dismissal of Captain Patrick Bruin from the service. In view of the temporary promotion of Sergeant Baty and the fact that he was assigned to duty last night as cap tain of detectives, it seems apparent that It Is the intention of the admin istration to name him to the permanent command of the secret service staff, in rase he passes the civil service exam ination for the position of captain, to be held In the near future. When Captain Bruin quit it was an nounced at police headquarters that Captain Bailey, commanding the sec ond relief of police, would succeed to the position. This order never was put Into effect, however, and Captain Bailey is still on the early morning shift. There have been persistent rumors of late that T. G. Greene, chairman of the police commltua of the Executive Boaid. Intended to 'put Sergeant Baty In charge of the detective staff, if possible. It Is not known why ho wishes to do so. but It now appears that these rumors are well founded. Mrs. Lola G. Baldwin was confirmed as city superintendent of travelers' aid work for young women, at a salary of tisno a year, and Mists Lucy May Sar gent was named as clerk for the new department. The Young Women's Christian Association offered to donate an office in the association building for the carrying on of the work, which offer was accepted. LANE REPLIES TO HILL Sa Kallroad Conditions Are Good and Predicts Car Shortage. WASHINGTON. March 31. Franklin K. Lane, Interstate Commerce Commissioner, said today respecting the railroad situa tion in the country as pictured by J. J. HII! in his New York Interview of yes terday; "A year aaro Mr. Hill said the railroads had failed to meet the traffic necessities of the- country; that there had been a steady ln'rrs in business which the railroads hud not met and that It would be necessary to Invent $SOO.OOO,000 in pro viding equipment, double tracks and ter minalH to handle the business for the country properly, and now because for tho two or three months the railroads have been able Ho handle more business than was offered th-m. we are mot on all sides with tho cry that the country Is going to the bow wow. What is the necessity for painting the picture blacker than it Is? Does it ari.ie from the fact that Congress 1 in session or that there Is a Presiden tial election impending? "I tell you frankly T do not under stand the reason why at the time when railroad credit should be upheld those who ought to be most interested in supporting that credit are lending their Influence to breaking It down. As for myself, I stand upon the prediction that there will be a. car shortage next Oetohcr." Wants to Prop Assumed Name. A Miner special from Lewiston says: "A snow storm swept over this part of the state last night and today the snow is piled up In great drifts every where.
