The reciprocity bill having originated In the House, must bo returned there for engross ment and for the Hlgnitture of Speaker Clark, while the House Is sitting. The Canadian Parliament has not yet acted on the agreement and with one exception the provisions of the bill as passed by Congress will not become effective until the President Issues a proclamation that Canada ha ratified the pact.
