CHAN0E6 IN PERSONNEL OF SEN ATE LIKELY TO ADVANCE OREOON SENATOR, JAFT MEN WOULD HEAD HIM Off Senator Bourn So Unfriendly to President H Would Likely Thwart Admlnlstra tlon Plans. WASHINGTON, March 29.-r8pl.) It look as If Itf wss necessary to give the chairmanship of the commit tee on PostofTlce and postroads to Senator Bourne, of Oregon, whether the Prealdent would like to have him In that position or not. According to precedent he must be given that posi tion and President Taft would not dare to put himself In the way of pre. cedent. There have been many plans put forth as to how the chairmanship may lie given to another but any one of th,m would smack too much of a di rect slap, and that would not look well and the Senate la not likely to permit It. It Is thought that Bourne's hostility to- Taft will make It next to Impos slble for the 1'resJJent to put Into practice certain reforma In the postal service that he has In mind. If Bourne gets the chairmanship, and the Admlnlatratlon can now aee no way to head him off. he will be In a uosltlon to pay him back for efforts to Injure Bourne In the past.
