PAGE 8 To the rttlaens of Crook County: With the rlose of the present term of court, I shall deliver the keys to my suceessor, the Hon. N. G. Wallace, a man well qualified for the ofliee, whom also 1 believe will be acceptable to majority of the people. Aa the Court is composed entirely if new members. I consider it a uty to briefly outline the policies which have prevailed during the past few years. As you will ob aorve from the records the county at the beginning of 1913 was heav ily In debt. The policy has been to gradually reduce the indebtedness, meanwhile to make such substantial repairs on roads and bridges as in the end will prove economical. Also to care for the High School, the Fair, and other county interests in like man ner. To accomplish this it was found necessary to build an average of about three steel or concrete bridges, and about 10 miles of road annually. Notwithstanding this heavy outlay for repairs, two founty divisions, and a rabbit boun ty law, were voted by the people, ach adding additional burdens. To rarry this additional weight and at the same time reduce the debt would not have been possible under the old system of allowing the de linquent taxes to become outlawed but by inaugurating a reform In the tax collecting methods, a reform which cost the Court many friends and much criticism, we were able notwithstanding the unusual handi caps, to reduce the debt consider ably more than one-half. The policy of the School District Boundary Board has been to appor tion the property of the county to the use of the school districts with the sole purpose in view of provid ing adequate funds to the various districts to maintain the schools. The School Superintendent also has been maintained and encouraged in a vigorous policy of enforcing compulsory attendance. The policy of the High School Board has been to grant to the principal a free hand and to give tuch prompt and vigorous support aa is necessary to maintain the dig nity and efficiency of the school. Prior to 1913 it was the custom to apportion the county road work to the commissioners, requiring them to assume the dutieB of road-1 master, a plan that seemed to pos-1 ess many advantages, a system nder which most of the heavy road I work has been done, and 1 will say J I believe very efficiently done. This system was changed some-', what by entrusting the commission-! ers with small sums and requiring j a bond and filing a report which must be approved by accountant making the annual audit. During 1917 owing to a change in the law the road work is done altogether by special supervisors ap pointed by the Couty Court and the efficiency of the work in some in stances is largely a matter of con jecture as there is no legal provision for mileage of members of the Court in examining the work. The Court was severely criticised for the searching investigations of the various departments of county government, a fact too well known to require proof. A favorite hobby also was to dis cover the cost of every grade and bridge which was done by the sec retary of the Court, assisted by the treasurer. This fact however re quires proof, outside the records, as the papers are not to be found. Along with J. H. Wilson's report of indebtedness at beginning of 1913 it is missing. The facts of the re port however can be proven, also the fact of compilation of road and Bridge statistics.
