The United States Is to have the greatest combination In the world on the civilian board of a bureau of development and Invention In the navy department. Orvllle Wright Is understood to be scheduled to Join Thomas A. Edison upon the board, which Is now being organized. Edison will devote himself to the development of submarines, while Wright will give bis attention to aviation. While the electrical wizard and the aeroplane Inventor will not be limited In their work to any particular field. Secretary Daniels regards the submarine and aircraft as likely to play the most Important part in the sea warfare of the future, and Is de sirous that they receive the greatest attention from the new board. Formal acceptance of Thomas A. Edison as bead of an advisory board of civilian Inventors and engineers for a new bureau of Invention and develop ment in the navy department was pre sented to Secretary Daniels by M. R. Hutchinson, the famous inventor's personal representative, In a letter to Edison, Secretary Dan iels outlined his plan for an advisory board of civilian inventors to aid the navy In working improvements to meet the changed conditions of war fare as demonstrated in the European conflict The secretary is especially Interested in the development of the aeroplane and submarine. In mention ing the change In conditions of naval warfare as brought about by the sub marine, he wrote that he was confi dent Edison's Inventive genius would aid the navy toward meeting "this new danger with devlcea that will assure peace to our country by their effec tiveness.'' With the example aet by Edison, It is expected that all other Inventors wh0 are asked t0 accept a place on the advisory board will promptly accept. Edison and Wright are selections of Daniels, but the secretary will consult Edison as to the personnel of the re mainder of the board FRENCH OVERLOOK PLAIN OF FLANDERS On the Heights of Notre Dame De Lorette, near Arras, France, via Paris After battling 120 days for the hilly country between Bethune and Arras, the French forces are in possession of all the eminences looking out upon the plain of Flanders. Lille, Douat and Cambral all are visible from here. Every position along the broad na tional road between Arras and Beth une has been won except Souchei. A correspondent went through five or six miles of the trenches formerly held by the Germans and reconstruct ed by the French, who now have aban doned them to move forward. Upward of 100,000 Germans have fallen or been captured In these trenches, according to the French of ficial count, since the second week of March. The French losses, the corre spondent was confidentially informed, while serious, have been much smaller than those of the Germans. WARSAW ATTACK EXPECTED Germans Believed to Be Abandoning Galician Field to Austrian Armiea. London. According to dispatches from Petrograd, the principal factor In the defeat of the Austro-German left wing near Krasnik, in southern Rus sian Poland, and the subsequent quiet ness in this region Is thought by Rus sian military commentors to be a gen eral shifting of German forces north ward to the Warsaw front and the abandonment of the Galician field the Austriana under General Eduard von Boehm-Ermolll. Russian official statement reports the blocking of German attempts advance toward Warsaw from the north and east, and declares the fensive taken by the German armies below Lublin is developing. The Teu tonic forces in this southern Poland region are continuing, to retreat, Pe trograd declares, but are fighting stub bornly as they retire. Southwest Africa Won by British. Pretoria, South Africa. The entire German territory known as German Southwest Africa, comprising 322,450 siiuiire miles, has been -surrendered unconditionally to General Botha, commanding the Union of South "Afri ca forces.
