Dean James Russell of Teacher's College, Columbia University, believes that the day has come when public school teachers should organize and that in such organ ization may be much benefit to the teachers themselves and to the public. The establishment of high professional standards, of an ethical code, is to be desired, he thinks, but he says, also: "An organization of teachers nation-wide and proper ly authoritative must be founded on principles that will be universally recognized as valid, and its conduct must be above reproach. No selfish motive can be allowed to in terfere with the realization of its ideals. "The individual teacher will find inspiration and re newed courage in the consciousness of marching shoulder to shoulder with his fellows in a mighty army recruited to fight the battles of civilization and democracy. Dean Russell suggests a set of principles which such an organization might fairly adopt. Every member should be 100 per cent American. There should be no discrimination against any sex, grade or school. There should be equal pay for equal work, and a living wage al ways. The teacher should teach his pupils the fundamen tal facts of American life, and help them to make a wise choice in their affiliations, but he musf not proselyte, or conduct propaganda for any cause on which citizens are divided, and he must have a decent respect for the opin ions of others. To an organization founded on such principles no one could have any objection if it always could be kept true to its ideals, which is doubtful. If so, it would work to the advantage of teachers, pupils and public. If speech wasn't free in this country every United States senator would long ago have been Hopelessly bankrupt.' public where he stands, The plan has been worked out without anv SDecial legislation, and seems simple enough to be worth adopting anywhere. It might be tried in connection with another scheme, which has heen proposed in this countryto have lists giving wholesale prices published in prominent places so that the customer can see for himself how high a per centage of profit the retail dealer is making in each case; Legislation is often slow and unwieldy, and the simp ler the scheme which can be devised to meet the question the better.
