Charging that the United States had "floated stern- first into the war," and found itself I totally unprepared, Colonel Theodore Roosevelt this afternoon ridiculed many phases of the war administration in Washington at a luncheon of the Na tional Security League here. Other speakers included Eiihu Root, Representative Julius Kahn, of Califor nia, and Senator Chamberlain of Ore gon. Colonel Roosevelt also appealed elo quently for Combined efforts behind the government to speed up the war. Roosevelt compared the present con flict with the Spanish-American war: ' ' I took part in ono small war a less exclusive one than the present war," he said, "and it was truly described by a profound humorist and philosopher when he suiu, 'we were in a dream, but the Spaniards were iu a trench.' "When 1 was governor of New York in 1899 I described the Santiago cam paign and some of the sentences I used would appiy lust as accurately today. I "I Rtured that our artillery was I worthless; for thirty five years nothing had been done for it. 'I said that the bureaus at Wash ington were enmeshed in red tape and held by nice,' elderly officers of good records in the past, utterly incompetent to break through the wall of routine that surrounded them. 1 ' I said that the Santiago campaign was a welter or contusion. It was. I remember perfectly we sent the guns down or one ship and the locks to fire' them off and the breech locks on an other ship which got mislaid on the way down, I stated that we were saved from disaster by the incompetency of our foe and that to go against a well led, TelJ-trained, well-handled foe under such conditions would have meant ruin. "Now, instead of being saved by the incompetency of our foes, we are saved by the incompetency of our friends." Colocel Roosevelt protested against the federal fuel administration's fuel restriction order. He also declared that the Sherman anti trust law should be repealed, during the present emergency, in which the government is forced to violate it in its operation of railroads. Roosevelt said he dfdn 't believe the government should have taken over the roads. . Uncle Sam's entire military estab lishment almost stopped running recent- ly because of inefficiency of directing heads, declared Senator utiamberiain in his speech. Chamberlain laid1 the blame for the country's entire industrial confusion at the door of incompetent bureau heads in Washington. Or.
