AN EXAMPLE WE MUST FOLLOW
Canada is setting an example with regard to getting
her people onto her vast farming sections, that sooner or
later will have to be adopted in this country, or some
similar plan will, in order to get the lands now idle under
cultivation. As we increase in population the surplus
which. we now send abroad, will grow steadily smaller,
and finally cease. By reclamation of swamp lands and
the bringing water to dry areas, coupled with intensi
fied farming, the production of the United States can be
perhaps doubled. That would mean that when we have
reached at population of 250,000,000 we will consume all
we raise on our farms. This does not take into consider
ation Alaska which in the not very remote future will
turn the tables on us, and be sending food stuffs out in
stead of having them shipped in. Long before this con
dition is reached we will have to do something like what
Canada is doing, and that is help those who want to culti
vate the lands by providing the means by which they can
do so. Canada is perfecting a thousand farms, fencing
them, building houses and barns, and arranging to pro
vide seed and animals necessary for conducting them.
These fanns will be turned over not as a gift, but with
the provision they must be paid for in a given length of
time, the purchaser paying in addition a low rate of
interest. Our rural credit laws is a step in this direction,
but it does not go far enough to help those who have
nothing but stout hearts and willing hands. When some
arrangement of this kind is made there will be no longer
a cry of back to the land, for there will be a rush to get
there. However it may be a long time until conditions in
this country cause such-a movement. When the war is
over, the great rush' of immigration expected, may be
diverted to Canada, or at least a larger portion of it;
and if the plan of furnishing farms ready for cultivation
and the means for so cultivating in continued, it is a dead
certainty the bulk of those seeking a home on the farm
will be attracted to Canada. While this element is drawn
away from us a really less desirable element, that which
finds a congenial home in-the congested manufacturing
districts of the cities will come to us.
Argentine is angry over the intimation conveyed to
her that there may be a scarcity of coal discovered in this
country which will prevent any being sent her. She says
he will use her fleet of warships to bring her coal irom
Colombia and Chile, but as thes- could not cany half
enough to supply her it is plain she is bluffing. At the
same time the American minister to that country points
cut that there may be such a scarcity of wheat as to justi
fy her in placing an embargo on it. If this is the case
'here can no blame attach to her. At the same time she
has always shown a disposition to smile at Germany, and
the suspicion that her wheat shortage is a manufactured
one has considerable to justify it.
London expresses the belief there will be a great bat
tle soon, and this on the western front. It is claimed the
kaiser has gathered his forces for a great smash within
a few days. In the meanwhile the British continue to
advance their lines until they have placed the German
flank in danger. The French who have been taking it
easy for a day or two yesterday began a ume aiuB
their front and if the kaiser has assembled an extra
force to overwhelm his enemies it would seem the time
had arrived to use it, and the big battle is due.
The rumor of a submarine being in the Pacific some
where off the coast of Mexico may be only a rumor, but
the government is taking no chances and has ordered all
ships to keep a watch for it. If true'it is certain she must
have a base somewhere on the Mexican coast, and if this
is so she has it most likely with the consent of Mexican
officials.
A Mexican sniper yesterday just to keep his hand in,
took a shot at one of the American soldiers across the
border. His aim was poor, but that of the American was
better and the sniper will not try the same thing again.
' While it is right and eminently proper to do all things
that can be done to strengthen the hands of the govern
ment, and this by every citizen, at the same time there is
no use getting hysterical and letting o'tlr imaginations get
the better of us. Most of the Germans in this country
who are citizens, are as loyal as any, and of the Germans
who are not citizens, most of them are sensible enough
to understand the situation and refrain from overt acts,
or criticism that can only cause trouble for themselves
and do their country no good. They are not molested,
and can pursue their usual occup;itions, and do so, while
i.'ost Americans dealing with them do not even take the
trouble to inquire whether they are citizens or not. So
ong as they continue this course there is no occasion for
br aking the pleasant relations and friendships that ex
isted in times past. It is not a quarrel of individuals but j
of nations, and that over a great principle on which the
rulers of the Teuton countries cannot accept our interpre
tation of it.
An unconfirmed rumor from Copenhagen says Ger
many will soon offer peace terms to the United States.
This will not avail anything now unless she stops her sub
marine warfare, not even should she consent to allowing
this country to retain Texas and the Pacific coast. The
TJnited States has pointed out to her several times the
terms on which peace could have been maintained, and as
the terms were not accepted but openly flouted, it is too
late to begin negotiations for peace on any basis short
of those former demands.
Wheat soared yesterday in the Chicago markets go
ing up about nine cents a bushel. There was no apparent
cause for it as the weather reports were favorable show
ing rains had added considerably to the prospective yield.
It is probable Argentine's determination to enforce her
embargo, coupled with the report from the American
minister that it was probably true that country had no
wheat to export, wras the cause of the sudden spectacular
jump.
It speaks well for Salem that the money needed for the
Young Women's Christian Association here, and which
it was expected it would take a week or more of solicita
tion to raise, was secured in less than three days. Not
only was it secured but the amount asked was consider
ably over-subscribed. This speaks well not only for Salem
but also for the management, for it shows the citizens
realize that it has done a real and substantial service.
