Alexeyev, also of Moscow, is secretary, whilo Peter Struhve, well known to American I'ni vrsity men, is the Petrograd man. Over 15,000 specialists and organizers are in the field and back in the interior. There is nothing they are not doing for the army and the volume of work taken upon their shoulders seems ever to in crease. Some 2,500 separate and dis-' tiiit Zemstvo Union institutions are now in operation, on one front line in cluding 100 hospitals, 40 ambulance corps, nine dental parlors, 121 medical and feeding stations combined, 225 single feeding stations, Iti laundries, 20 disinfecting plants, 14 disinfecting brigades, 21 advance hospital brigades, nine innoculating groups, 19 barber shops. 30 machine shops, 18 homes for refugees, 50 sanitary trains, innumer able storehouses, barracks, refuges, tea and coffee lines, dormitories, baths and what not. On one front it is feeding 152,000 refugees; on another 100.000, while on the southwestern sector alone there are 70 free food stations where no hungry person is turned away empty of stomach. The Zemstvo has outgrown whnt it began by doing. It has takeuu on in finitely " greater shops. . It started humbly in village and country and now doing work of Enibire-wide importance. It did not need tliis distinction. Its bigness lias been thrust upon it. BOT KILLED IN PORTLAND Portland. Ore., July 13. George I.n Point, aged nine, was killed and his six vear old sister Louise, badlr injured wlkcn a wagon coaster on which they were coaming, ran into an ice auto , truck shortly before noon today. A third boy riding on the coaster, was slightly injured. The little girl was taken to a hospital suffering from a broken leg. Lloyd-George Created Supplies for Attack mmMUMm David Lloyd-George has become sec retary of war in succession of late Lord Kitshener, it was announced in London. To Lloyd-George's work as minister of munitions the British and their allies attribute the keeping of the British army supplied with the enormous stores of ammunition of all kinds which made the recent advances against the Her mans possible. State Losing Money On Account of Strike San Francisco, July 13 Having lost $15,000 in wharf toils since the long shoremen's strike began, the state ot California today tried its band at set tling the trouble. John P. McLaughlin, state labor commissioner, is arranging a confer ence between the strikers and employ ers, at which he intends to submit an arbitration agreement. McLaughlin ex pected that this session would be held todav. "I believe the strike will be set tled before the end of the week," said McLaughlin, in discussing his latest moves. Federal Mediator White has not abandoned his campaign to bring about peace, in spite of repeated set backs. As the latest development in the offeusive launched by tiie em ployers through the chamber of com merce, the Bay and River Steamboat Owners association placed its affairs in control of Frederick J. Koster, pres ident of the chamber. Koster immedi ately announced rejection of the strikers' overatures and declared there was nothing to arbitrate. The chamber of commerce sub-committee in charge of the strike situation now lias a fund of $340,000 with which to conduct its canipaigu. .AS (Continued from Page 1.) war broke out, following this act by waging n land and sea wurfare with methods both contrary to international law and repugnant to the ideas of civil ization and humanity. I need not re mind you of the amount of neutral ship ping and the number of neutral lives de stroyed by German submarines. "The chancellor maintains that Great Britain denies the rights of neutruls and euforces municipal stututes as though they were international law. Great Britain from the first hus done the utmost to distinguish between gen uine neutral commerce and thut car ried on in the interests of the nemy and to place as Tittle impediment as possible in the way of the former. "Some delays and inconvenience un doubtedly have been caused neutral traders, but that is the inevitable nc compauiment of a state of war and ev erything possible is and will be done to reduce them to a minimum. Surely the record of Great Britain will com pare favorably with thut of Germany who has not scrupled to sink neutrul vessels at night and to destroy neutral innocent lives on only too many occa sions. "So far from Great Brituiu impos ing the municipal statutes in dace of international law, the supreme court of this country in the ease of the Zumora, decided that the British courts could enforce only international law and were bound by no executive act unless acting in conformity with the law of notions. It would seem, in truth, that the chan cellor isn't so anxious to obtain free dom for neutral commenree as to obtain that freedom for German commerce, which the efforts of the German navy so fur have been unable to procure." Bremen Will Bring Badly Needed Drugs Baltimore. Md., Julv 13. There will be no international complications by reason of the presence of Americans aboard the German undersea freighter Deutschlund, it -was learned officially today. Manager Hilken stated positively, un der orders from the owners, that she will carry no American citizens. A new mystery projected itself in the plans for the Deutschland 's get away when it leaked out today that a hydro aeroplane is stored in the Deutwhland 'a guarded wharf. It was assumed that this was for reconnoiteriug purposes when she makes her dash through the allied waf vessels lined up off the Vir ginia capes. Salvarsaii will be brought here in lim ited quantities by the Bremen, it wan officially learned today. The cargo will also contain other badly needed German drugB. Wedding Invitations. Announcements and Calling Cards Printed at the Jour nal Job Department. THE MARKETS I The following prices - for fruits and vegetables are those asked by the wholesaler of the retailer, and not what is paid to the producer. All other prices' are those paid' the producer. Corrections are made daily. Buyers are willing to give and were paying today 8 1-4 cents for hogs for tops an advance of a quurter of a cent over the first of the week. Steers are also slightly stronger with 0 1-2 cents for tops. Indirectly, the effect of the strike among the longshore men at San Fran cisco is felt among the farmers. Eggs are five cents a dozen higher in Sun Francisco than Portland, but there is not the means of cheap water shipment, as many boats aro tied up. The Port land market is strong, but the chance of candling by Portland commission houses prevents many local buyers from pay ing a candled market price.
