WW FOR Win REIGN Sound City Gay With Fezes, Music, Fluttering Flags and Fun Seattle, Wash., July 12. Seattle ojiened wide her arms today, forgot her petty cares of business and bowed obedianee to the gayest monarch of the world, Frederick R. Smith, of Roches ter, N. Y., imperial potentate of Shrine dom, who with his royal divan, will rule the city for one sulid, joyous week. Throughout the day amid a bewilder iii) medley of martial music, waving flags anil streamers, fluttering hearts and happy chatter, this royal person ace was followed by the arrival of troops of scarlet-coated, feezed and fe tive people a vast iuvadiug throng of 50,000 good fellows, their wives and families. When Imperial Potentate Smith stepped from the train at the union depot at 8:30 o'clock, bands and patrols from visiting temples, platoons of police and a guard of Nile scouts, of Seattle, piloted the potentate to his breakfact at the Washington hotel. During the afternoon Shrine people toured the eity'g boulevards in motor cars and got acquainted . Not until early evening was the real program of the day approached. But, meanwhile a warm and bitter contest was being framed, lsmalia temple, of Buffalo; Moolah temple, of St. Louis, and 1'alestine temple, of Providence, R. I., each want the next convention held in their respective cities. Dire events were planned to transpire during the week. Sunday saw thousands ,of visiting Shriners on the boulevards and splash ing about in the surf at the bathing beaehers. Little parades marched up and down the streets at all hours of the day, there were special services in two churches, and just enough music, to keep the streets lined with people during the day. Thirty-six specials have emptied dele gates from 'J widely separated temples into the city today. Included in the arrivals are Imperial Treasurer William S. Brown, of Phila delphia; Imperial Second Ceremonial Master Krnest A. Cutts, of Savannah, (In., Imperial First Ceremonial Master Kllis Lewis (iarretson, and Imperial Marshal .lames S. McCandless, of Honolulu. Officially today is "Cnnadinn day." Following dinner parties tonight the first program of the week will include children s dances, drills by patrols, vocal music and band concerts by the famous banj of Abdullah. temple, of, Leavenworth, Kansas. At the same time the imperial divan j and other Shriners will be entertained by the 1 ght opera, Martha, sung by the Standard (irnnd Opera company, of Seattle. Still others will find amuse-j tnent on the roof garden of the Stuart-, Henry-White buildings, where a feast of Texas watermelons will be held. Tuesdav will be Tacntnu dny. I Of course "the bountiful "cats" were not overlooked. 1 The Al Knder bunch hail played its eistire repertoir about 14 times in meet ing the arriving Shriners s inls but the "tooting" showed no diiiiiniiition in vigor. If former State highway Engineer Bowlby corroborates the interpretation placed upon tne contract tor the con struction of the Rex-Tigurdvillo road in Washington countv bv Jeftery St Button, the contractors, whereby the latter was to receive -.4.j per cubi yard for broken stone measured loose, instead of ' broken stone mncadtim in place ' according to the strict letter of the contract, then the highway cn;iiiiiis sion can sec no wnv out of making an other appropriation of if;i,00 from the highway fund lor next year to assist in the completion of this road iu fulfill ment (if its promise. Otherwise the state has already paid the contractors $2,114. S4 iu excess of the contract price on last year's work and the ifliOOO al ready appropriated for the work for this year will be sufficient to complete the jitli, according to the report of State Kngineer Lewis. The matter was taken up by the highway commission at the meeting yes terday afternoon and considered from every angle and it was finally decided to ask Major Bowlby what construction he gave terms of the contrnct to con tractors, there being mr.hing in writ ing so far as ran be learned, and the commission will have to abide by his answer. As it is, State Engineer Lewis, says, the contract was let upon the busis of a cost of $'JO,nou and the work is being paid tor upon the cost basis of iflM.litltl.
