Dear Sir: On the front page of this morning's Oregoninn I read an article stating that ft certain judge in Baker county had declared his intentions of discontinuing paying the. "widows' pension" claims for this month. As wo have a similar ense in this county, I think it would bn an item of interest to the renders of your paper, as well as the public in general, if you will tell us by what authority a county judge sets aside the expressed will of the people and substitutes his own in dividual conception of how the state's affairs should bo managed. As I understand the law, it was vot ed on by the people of Oregon not long ago nnd carried by a safe majority. Now conies along n judge, with iiis di vine ( I) power and supernatural wis dom, and as good as says that the peo ple have no right to 'dictate to him what shall bo done with the stnte or county funds, and refuses to pay such claims as are authorized by law. Has there, to your knowledge, been any subsequent passage of laws inuk-1 iug this mutter optiniuil with our judges, or not ? , If so, we Hunt to k.yiw it; if not, we want to know it. I think it is a 1 matter of vital importance to the poo-' jile of Oregon, to know just where wi"l st n ml on this matter. ; If the enforcement of our lnw s is I optional with our judges, we had as well stop wasting time reading the pro posed laws, and voting, and cut nut tin expense of printing tho initiutive nnd I GOOD FOR 25 VOTES For , Address This coupon may be exchanged for votes in the con test for a trip to San Francisco in 1915, at the Capital Journal office.
